Ecodesign and energy labelling n n n Many energy-related products (appliances and equipment ) have a significant potential for being improved to reduce environmental impact and achieve energy savings through better design This also leads to economic savings for business and end-users. Improvement for many energy-related products is ensured through ecodesign regulations and energy label regulations

Legal framework in Montenegro n n n Montenegro as member of Energy Community has obligation to harmonize its legal framework with EU acquis in filed of energy (including EE). Law on Efficient Use of Energy (from December 2014) regulates EE on side of final energy consumption. The text of the Law on Efficient Use of Energy is compliant with main EU directives in the field of energy efficiency, as follows: q q n Directive 2012/27/EC on energy efficiency; Directive 2010/31/EC on the energy performance of buildings; Directive 2010/30/EU on energy labeling of energy related products; Directive 2009/125/EC establishing a framework for the setting of eco design requirements for energy-related products. Full alignment will be achieved through secondary regulation (currently 23 acts adopted)

Legal framework in Montenegro (cont. ) n The Law on Efficient Use of Energy represent legislative basis for energy labels and ecodesign and defines the following elements: q q q Introduction of the energy related products in respect to the new EU directives (Art. 44); Obligatory energy efficiency labelling for energy related products (Art. 44) Obligations of different economic operators (producers, suppliers, dealers etc. ) (Art. 45 -47), Requirement that products meet eco-design recuirements (Art. 48), Requirement for market surveillance (Art. 52).

Energy labelling rulebooks n Energy labeling rulebooks are adopted for 6 groups of products: q q q q Rule on the type of energy consuming product that affects the consumption of energy for which energy efficiency labelling is mandatory (O. G of Montenegro, No. 75/15), Rulebook on the labelling of energy efficiency of household dishwashers (O. G of Montenegro, No. 74/16) Rulebook on the labelling of energy efficiency of air conditioners (O. G of Montenegro, No. 75/15) Rulebook on the labelling of energy efficiency of televisions (O. G of Montenegro, No. 74/16) Rulebook on the labelling of energy efficiency of lamps and luminaries(O. G of Montenegro , No. 74/16) Rulebook on the labelling of energy efficiency of household refrigeration appliances (O. G of Montenegro, No. 74/16) Rulebook on the labelling of energy efficiency of household washing machines (O. G of Montenegro, No. 075/15)

Eco design rulebooks n Rulebooks prescribing ecodesign requirements are adopted for 3 groups of products: q q Rulebook on eco-design of energy related products Rulebook on the ecodesign requirements of nondirectional household lamps (O. G of Montenegro, No. 38/17) Rulebook on the ecodesign requirements of fluorescent lamps without integrated ballast, for high intensity discharge lamps, and for ballasts and luminaries for its operation (O. G of Montenegro, No. 38/17) Rulebook on the ecodesign requirements of electric motors (O. G of Montenegro, No. 38/17)

Institutional framework in Montenegro Transposition Nomination of the relevant authority at the national level Ministry of Economy/Directorate for Energy Efficiency Involvement of relevant bodies in the process of development of the legal/regulatory framework • Ministry for Sustainable Development and Tourism - for transposition of the main framework directives • Technical faculties in Montenegro - transposition of specific regulations (technical regulations), • Institute for Standardization - adoption of relevant standards • Chamber of Economy - public consultation with producers/dealers of energy related products Implementation Market surveillance • Market inspection – nominated as responsible market surveillance body • Capacity building of the inspectors and inspection on the site

Example – refrigerating appliances n ‘household refrigerating appliance’ means an n insulated cabinet, with one or more compartments, intended for refrigerating or freezing foodstuffs, or for the storage of refrigerated or frozen foodstuffs for nonprofessional purposes, cooled by one or more energy-consuming processes, including appliances sold as building kits to be assembled by the end-user; Energy efficiency level of the aplliance is determined on the basis of its Energy Efficiency Index (EEI) – ratio beetwen anual energy consumption and standard annual energy
