CREATION OF NEW COMPREHENSIVE PLAN FOR SCOTT COUNTY STATE OF IOWA ENABLING LEGISLATION FOR COUNTY ZONING Code of Iowa Chapter 335 County Zoning: • Gives Iowa county’s the option to adopt zoning ordinance but does not make it mandatory. • Exempts farm land, farm houses and farm buildings from county zoning ordinances “ which are primarily adopted, by reason of nature and area, for use for agricultural purposes, while so used. ” • Other than the above language; the statute does not establish how counties should determine what a farm, farm house or farm building is • Counties only have jurisdiction over land outside of corporate city limits • Requires zoning regulations to be made in accordance with a comprehensive plan (without defining what a comp plan is) • Requires public hearing to adopt and amend ordinance or zoning map.

CREATION OF NEW COMPREHENSIVE PLAN FOR SCOTT COUNTY UPDATE AND ANALYZE SCOTT COUNTY DEMOGRAPHICS • The Scott County Board of Supervisors has an agreement with Bi-State Regional Commission for their assistance in the development of a new Comprehensive Plan for Scott County. Bi-State will provide staff support and develop background and demographic information, facilitate Technical, Advisory, Task Force, and Public Input meetings and draft the final plan document.

CREATION OF NEW COMPREHENSIVE PLAN FOR SCOTT COUNTY PUBLIC INPUT • Early in the process Bi-State will facilitate a number of meetings designed to solicit broad public input. These meeting will be held in areas geographically dispersed throughout the County. • The make up of the Comp Plan Advisory Committee is also intended to provide diverse views and insure consideration of all issues and view points important to Scott County residents and land owners.

CREATION OF NEW COMPREHENSIVE PLAN FOR SCOTT COUNTY COMPREHENSIVE PLAN TASK FORCES • These are committees that are established for short duration and with specific tasks to develop, review and make recommendations on various aspects and elements of the Comprehensive Plan. • Task Forces will be established to address issues related to Agriculture, Housing, Existing Land Use. Roads & Transportation, Utilities & Public Facilities, Parks & Open Space, Public Safety Services. Schools and Environmental Issues.

CREATION OF NEW COMPREHENSIVE PLAN FOR SCOTT COUNTY PUBLIC HEARING AND FINAL ADOPTION • And the end of the process the Planning Commission will hold one or more public hearings before forwarding the final draft on to the Board of Supervisors. • The Board of Supervisors will also hold one or more public hearings prior to final adoption of the Comprehensive Plan by resolution.
