Enhancements to Cerner Online Bill Pay • Cerner Online Bill Pay will now provide the ability for a guarantor or patient to access their current self-pay balance and make an account level payment online, which will be spread over open encounters using Cerner's FIFO logic. These payments will then be posted in Cerner Patient Accounting in real-time. • Cerner Online Bill Pay currently uses a Quick Pay option. This only requires that a patient has an access code to sign-in. This balance does not take into account any credit balances. For example, if a patient has two encounters, one with a $50 credit balance and one with a $100 debit balance, the $100 debit balance would display within Online Bill Pay. • To make a payment, the patient will select the Make Payment button next to the appropriate Account. The hardened logic exists at the person and encounter levels. • Note: ‘Blank’ name related persons can be created using faculty interface and/or data migration logic. Certain aspects of interface and data migration logic are outside our (Cerner’s) control. The hardened logic prevents this bad data for entering the system. The QCF quantity conversion equals 31. 5 and 8. 5 for the dose and waste portions respectfully. Both quantities are rounded up during claim generation, thus the provider is overbilling Medicare by 1 unit. The enhanced rounding logic considers both the dose and waste portions during claim generation. As a result, the possibility of over/under billing is eliminated. This will no longer be needed • Sending an A 03 vs the current limited ADSC • The ADSC outbound transaction (which is an A 03) is a limited format message which does NOT include insurance information and guarantors too. Additional need to stay in "sync". . . if a client discharges an outpatient from PM, we send an A 03 message that includes that insurance information, but auto discharge sends a more limited A 03 (the ADSC) message. • Exclude certain nurse units from auto discharge (ex. labor and delivery) • Labor and Delivery patients are often not admitted or changed to observation patient type prior to midnight.
