Governance Framework Governance has responded to the pandemic by instigating our business continuity planning which involves ensuring that resources are directed to areas to protect critical business functions whilst maintaining overall viability of the Hafod. In some cases this has involved the postponement of certain functions and these will be highlighted as part of the reporting to members for each key business area. Key to our response has been swift and decisive decision making: • To this aim the Executive Team have formed a daily Cabinet which has overall oversight and forms a robust mechanism for risk based decision making and coordination to maximise our resources and our response to COVID-19 • In addition to this a cross-functional steering group has been formed consisting of the Executive Board and key personnel called the Response Team. The purpose of the Response Team is to act as the fundamental hub to co-ordinate our operational response to COVID-19 and to establish the priorities to support our front line colleagues. • An Action Log, Decision Log and Risk Log form the framework of governance for both the Cabinet and Response Team. • Data is captured and stored on a Central Portal to provide oversight and inform decision making.
Building Resilience Role of the Cabinet – in crisis management it is important to build resilience to ensure that the leadership does not hinge on one leader. • To this aim we have adopted a process of collective leadership which in this context preserves resilience and works closely with the Response Team in defined decision making and operational protocols. • We have transcended to a Project Management framework to ensure: # - Clear division of roles and responsibilities - Focus and Ownership - Effective use of resource - Accountability The projects have been divided into Red and Blue projects and are reflective of our current COVID-19 risk profile.
