Background On Monday 23 March 2020, President Cyril Ramaphosa declared a nationwide lockdown for 21 days in an effort to combat the spread of the COVID-19. The lockdown was extended to April 30, 2020. The lockdown has now been segmented into five levels. Currently, the country is in level four, where certain sectors of the economy are allowed to operate and essential services are still a priority. The role of communication is therefore critical during this crisis, to ensure that Transnet stakeholders receive communication and information on regular basis. The following are the objectives for communication: • To develop clear messages informed by the strategic direction of Transnet during this phase • To educate and create awareness on COVID- 19 within the company • To communicate Transnet plans and initiatives externally • To support COVID – 19 streams on communication and stakeholder engagement plans Strictly private and confidential 2

There are press releases for external stakeholders. USSD is for people who don’t have smartphones and can’t download Apps etc. APP - provides a simpler, easier menudriven interface. CHANNELS OF COMMUNICATION - FOR MEDIA DEPARTMENT/OD TYPE OF CHANNEL NOTE • Transnet Communicate with the media to provide any clarity on media reports and queries regarding Covid-19. • Media statements There are daily Streams managing the Covid 19 and operations during the Lockdown. • Media response • Broadcast interviews – Television and radio • Social Media platforms Proactive media engagements are to take place only if Transnet has identified a possible reputational risk in handling of Covid -19 pandemic. Transnet has taken a position not to proactively communicate COVID-19 cases or statistics to the media, this information is being handled by the Department of Health. Steps for communicating 1. Subject matter provides information to Communication team 2. Communication team drafts the message 3. The draft gets proof read by the subject matter. 4. Communique is cascaded to Communication management for perusal and proof reading 5. Communique with legislative imperative gets vetted by the legal department 6.
