According to Daniel Barkowitz, dean of enrollment management at St. Johns River State College, federal regulations require students to pay only for courses required for their program with federal student aid money. Barkowitz said the most common sources of student aid at St. Johns River State College are Pell grants and federal direct student loans. “What you have here are students who are typically earning their (associate degree in arts or sciences), and they run out of electives, ” St. Johns River State College president Joe Pickens said. “So they take courses that are going to be beneficial to (their bachelor’s degree), but are outside of the courses required for their program here. ” While a state audit is conducted at the school each year, Pickens said, the 2013 -2014 academic year was the first to reveal concerns for student aid overpayment. Three of the 25 financial aid recipients randomly selected for the 2013 -2014 audit used federal student aid money to take courses outside of their program of study. The school was then asked to conduct a “self-report” for all of the federal aid recipients, which revealed about 600 of the 6, 000 recipients used federal money for classes outside of their program.
