Country Programme - Kenya CONTEXT The New NGO BILL limits NGOs of funding. It states that “a public benefit organization shall not receive more than 15 % of its total funds from external donors”. Funding to NGOs would be channelled through a new Public Benefits Organizations Federation rather than directly from donors 2013 – Lead to devolved governments with 47 counties Passing of the marriage property bill in parliament Rising criminality include carjacking, kidnapping and home invasions

Country Programme - Kenya Rising Security costs due to operation in Somalia and the increased vulnerability to terrorist attacks Security situation in Wenje, Transmara, Kitui South is fragile with open conflicts leading to deaths. RECONSTRUTION OF THE FAITH AND JUSTICE SECTOR • After MTR review, FJ sector revealed an emphasis on Faith pillar and there was need to review implementation of pillars as follows: • environmental conservation and sustainable agriculture integrated as a pillar • Land rights in relation to mining Baseline survey on mining in Kanziko

CHALLENGES AND LESSONS LEARNT Challenges • FJ partners are majorly catholic oriented and with a leaning to teaching of catholic faith , Catholic social teaching and may seem to have a sectarian approach to target group • Monitoring of impacts especially qualitative remains a challenge as the Annual Monitoring template is largely quantitative • Bureaucratic nature of the church in Kenya may inhibit the nature of advocacy taken by communities

Good Practices • Linkages with other NGOs working on land: Kenya Land Alliance, Kituo cha Sheria, working group for the indigenous people(Denmark) • Linkage of resource based conflict and food security for pastoralists and agriculturalists connectors in land conflicts

• Challenges • Long time court cases of the 1970 s still in court for some FO partners • Impacts of climate change – frequent droughts and changing rainfall patterns • Long period required for community sensitization awareness processes • Slow implementation of the community land tribunals that would hasten solution Maasai gathering on land issues on shompole group

Lessons learnt • Fs result chain was difficult to monitor at country level • Outcomes and outputs are only in the intermediate as the access to land ownership are long processes • The inclusion of aspects of food security needed to be integrated? / Outlook CP sector • Advocacy and lobbying at country levels on national level on land • Issues of mining – oil sector( Cafod and Trocaire) • FO – Coal and limestone mining ? ? • Tea and justice- fair trade linkage to tea factories and action
