Vulnerability and Adaptation (1) Studies on V & A concerned sectors of agriculture, water resources, and health Human Agriculture Sector: The Ivorian agriculture § Contributes 27% to GDP, § employs 2/3 of the workforce and, § the agro-industrial sector provides 40% of export earnings. This very important sector for the country is vulnerable to climate change including crops of coffee and cocoa. According to the study, the area most affected is the region of the former loop N'Zi Comoé cocoa. This loop was gradually moved towards the centre west of the country because of the effects of deforestation and migration of the population.

Vulnerability and Adaptation (2) Water Resource Sector: Côte d'Ivoire has an important potential water resources. It has a dense network of rivers and issued four major rivers (cavally, Sassandra, Bandama, Comoé) of which only the river Bandama is not shared with a neighbouring country. The study on the Bandama's basin shows a high vulnerability in the coming years Human Health: Côte d'Ivoire is a tropical country; it is exposed to various diseases related to changes in climatic parameters. In this study, malaria, respiratory infections, diarrheal diseases, malnutrition, measles were analyzed compared with the variation of temperature zones studied. It shows a strong correlation between malaria and the temperature of these localities

Global trends • Direct emissions of greenhouse gases in the Ivory Coast in 2000

Global trends • Direct emissions of greenhouse gases in the Ivory Coast in 2000 are estimated at 252 822. 14 Gg CO 2 -eq. • They are for this year to 21% above that of 1990. • This high value was due to the commissioning of several power plants using natural gas since 1998.

Key challenges In the preparation of SNC (1) • The Second National Communication of Côte d'Ivoire started from June 2005 to December 2009. • The SNC has experienced an involvement of more national institutions compared to the first one. • The various ministries involved in climate change have been associated in both the collection in the validation of results. • The inventory studies have been entrusted to state structures and qualified research firm. • A launching workshop was done with the involvement of stakeholders for ease of study. • An appeal was launched to offer the selection of research firm

Key challenges In the preparation of SNC (2) • The Guide of Good Practices (GBP) has been used. • Training has been provided by sub regional expert consultants on V& A software to national consultants • Major difficulties have been encountered during its development, because: o The socio-political crisis has disrupted data collection major points of the development of the GHG inventory; o The administrative burden in the disbursement of funds for the payment of consultants.

In use of the guidelines and methodologies • The 1996 Revised Guidelines and IPCC

In use of the guidelines and methodologies • The 1996 Revised Guidelines and IPCC recommendations on good practices have been used for the GHG inventory. • Needs of local data (emission factors) are crucial. • The lack of consistent and sufficient data is a challenge to resolve • Difficulties in acquiring software for studies of V & A we have limited the studies. • Most valuable documents are in English, rare in French big barrier for most francophone national consultants.

Lessons learnt and/or innovation and best practices • Master of the methodology and tools for inventory compared to the first GHG Inventory • Capitalization of the first inventory of expertise synergies between the sector of Agriculture, Energy and waste • Building of a team of GHG Inventory as well as V & A one, and an active involvement of the University of Cocody. • Revised of the ministerial decree related to the National following up Committee on Climate Change. • The process of climate change, although slow, is beginning to be understood by some local population in the country.

Next steps • Preparation of Project Proposal for Third National Communication by having a three day stocktaking exercise. • In depth, desk analysis of previous national communications in the sub region as well as a desk review of relevant documents. • E-discussions among previous and new stakeholders as well as interviews with targeted stakeholders. • We intend to submit as soon as possible the draft of the TNC. • New arrangements will be made initially for a strong involvement of the State Budget through the gradual integration of CC funding, • Integration of climate change issues at level of policy decision makers, deputies of the National Assembly, regional advisers, etc. .
