Corby North Eastern SUE Comprises 1. 2. Priors Hall (Bela Partnership) Weldon Park (Charles Church/Persimmon Homes)
Priors Hall • Priors Hall development area extends to around 395 hectares. 268 hectares lies within Corby Borough and the remainder in East Northamptonshire. • In 2004 outline planning applications were submitted to both Authorities for a ‘mixed use Urban Extension to Corby’ comprising – Up to 5100 residential unit – Up to 14 ha of employment land – 1 District Centre – 2 Neighbourhood Centres – Schools ( 1 secondary, 3 primary) – Hotel – Formal and informal open space • Corby Borough Council granted Outline approval in March 2007 and East Northants Council in February 2012 • The site is proposed as 3 Zones with Zones 1 and 2 being in Corby (4360 residential units) and Zone 3 in East Northamptonshire (735 residential units).
• Subsequent to Corby Outline approval there have been 2 approved updates to the Development Framework Plan, the last in 2013 which currently forms the approved plan for Priors Hall (Revision C) • The following have been provided as part of the Priors Hall development – Significant infrastructure roads, drainage – Secondary School (Corby Business Academy) – Corby Enterprise Centre – Nearly 500 dwellings • • A data centre for Lloyds Bank has been built within Zone 3 Reserved Matters approvals have been granted for around 1400 dwellings in Zone 1 other Reserved Matters approved include – Primary School – Community Centre – Doctors Surgery

• • • Housing developers currently active at Priors Hall Zone 1 include the following – Barratts – Taylor Wimpey – David Wilson Homes Corby S 106 revisited in 2013 because of development viability Applications to both Authorities in January 2015 for variation of condition 4 of the Outline approvals which proposes a new Development Framework Plan for Priors Hall. (Revision P) Applications remain pending. Applications submitted under S 106 BA to both Authorities in January 2015. Proposal to remove the affordable housing requirements for current S 106 agreements based on development viability. Applications recently withdrawn.

Current Key Issues • Resolution of outstanding Planning Enforcement matters. • Agree new Development Framework Plan including • Address Environmental /Ecology (EIA) matters (Regulation 22, request submitted to Bela) • Bela to reconsider Development Framework Plan particularly Design/Layout of Zone 2 following recent Design Workshop which included OPUN attendance. New Development Framework Plan to be submitted. • Agree Affordable Housing provision with Bela • Delivery of Zone 1 Primary School/ Community Centre
Weldon Park • • • • Part of North East SUE for Corby (with Priors Hall) Outline application submitted by Charles Church for 1000 residential units (plus employment, School etc. ) in 2009 (This was the 3 rd application for Weldon Park) Outline permission was granted in 2014 following protracted discussions with developer. Viability a key issue, Reduced S 106 package and Deferred Developer contributions agreed.
• Reserved Matters applications now submitted for Phase 1 housing (269 dwellings) to west of site. Spine road links A 427 to A 43 and Priors Hall and will also be a relief road for Weldon village. • Condition Discharge applications also submitted including for Design Code approval. All applications remain pending. • Developer is now on site undertaking highway works (Roundabout from A 427)
