UNFCCC의 구조

• Subsidiary Body for Implementation (SBI) - to give advice to the COP on all matters concerning the implementation of the Convention - to examine the information in the national communications and emission inventories submitted by Parties in order to assess the Convention’s overall effectiveness. • Subsidiary Body for Scientific and Technological Advice (SBSTA) - to provide the COP with advice on scientific, technological and methodological matters - link between the scientific information provided by expert sources and the policy-oriented needs of the COP

1995 COP 1 • The Berlin mandate – 2000년 – Developed vs. developing – Body for Scientific and Technological Advice (SBSTA) – Subsidiary Body for Implementation (SBI).

1996 COP 2 • Swiss, Geneva – Intergovenmental Panel on Climate Change (IPCC) 보고서를 가장 포괄적이고 권위 있는 과학적 지견으로 재인식함 – 법적 구속력이 있는 의정서 – Flexibility = rejection of uniform “harmonized policies”

COP 8 2002 New Delhi, India

1. COP 9 2003 Millan, Italy

1. Decided on definitions and modalities for including afforestation and reforestation activities under the CDM - ‘New emission reporting guidelines based on the good-practice guidance’ provided by the Intergovernmental Panel on Climate Change were adopted to provide a sound and reliable foundation for reporting on changes in carbon concentrations resulting from land-use changes and forestry. -the agreement on ‘the modalities and scope for carbon absorbing forestmanagement projects in the clean development mechanism (CDM). ’ This agreement completes the package adopted in Marrakesh two years ago and expands the CDM to an additional area of activity

SCCF(the Special Climate Change Fund) and LDC(The Least Develpoed Countries) fund - Two funds were further developed, the Special Climate Change Fund and the Least Developed Countries Fund, which will support technology transfer, adaptation projects and other activities.
