Funding SAFETEA-LU Coordinated Planning In NYS n Major Urban Areas (60% of Funds) required by SAFETEA-LU to have planning process n n Small Urban Areas (20% of Funds) part of Governors Apportionment n n n MPO Led with existing 5307 formula funds recipients as Administrators We are asking MPOs in those areas to lead planning effort Counties who have existing FTA relationship to administer the Funds Non-Urbanized Areas (20% of Funds) also part of Governors Apportionment n n n Will be locally developed plans submitted to a statewide competitive process and administered by NYSDOT
Application Timeline n n FY 2006 and FY 2007 funds will be combined in a two year application process for JARC & New Freedom Summer of 2007 we will put out a call for projects with a two month return Hope to secure grants by end of 2007 Now is the time to start documenting your processes! Building onto the table
Impact on 5310 Timeline n Hold on FY 2007 Awards n n FY 2008 can only come from locally developed plans n n n Agencies have to document and discuss their needs in the context of plan and MPO/County/Region has to prioritize Only then can they apply to State Solicitation Changes are here n n Federal/State Discussions on-going From Self-Driven, Self-Identified Consultation …. To Live Table discussion about serving populations, locations Both Vehicle capacity and Capital needs discussions 5310 to remain a vehicle program n n State. Wide solicitation for locally approved applicants NO geographic allocation of funds
Metropolitan Planning Organization (MPOs) MAP
Urban Area Efforts n n MPOs need to certify that a process is in place to approve Transportation Improvement Program (TIP) this July. Most are starting to build process n n n GBNRTC already reviewing applications Others picking up speed Confusion of timing of 5310 applications n n In the past 5310 has been ahead of the funding release Encourage all Urban 5310 operators to work within planning process Make your needs known! Future 5310 Applications from 5310 organizations in urban areas will have to be identified within the Urban Planning process
Gray Areas of Planning processes n n Less processes are better Rural areas outside of Urbanized boundary but within MPO planning areas n n n Encouraged to participate in Urban area planning Not guaranteed funds from that process Should submit same Urban plan to Rural competitive process showing the rural services needed
