Some history • In 1998 the urban plan for the district EVA-Lanxmeer was developed • In 2000 a Heat Agreement EVA- Lanxmeer was signed: • the drinking water company developed the infra • the municipality obliged new projects to connect • the association of inhabitants promoted it • In 2002 the first houses were connected to the grid • In 2007 the drinking water company decided to sell it • In 2008 Thermo Bello was established This project has received funding from the European Union’s Horizon 2020 research and innovation programme under grant agreement No 696084
Governance structure • In 2013 the cooperative was established and the shares of the limited company were sold to the cooperative. • The cooperative is 100% shareholder of the limited company • Shared capital is 42. 750 Euro (January 2018) • The cooperative started with four membership categories: – – A: Individual private members B: Association of inhabitants C: Utility members (untill 2017) D: Foreign investors (untill 2014) This project has received funding from the European Union’s Horizon 2020 research and innovation programme under grant agreement No 696084
Roles in the company A general manager Two production station managers: one per unit A data analyst (volunteer) A reporter, monthly energy balance reports (volunteer) • A technical advisor (volunteer) • Two board members of the cooperative (chairman and secretary). Dutch Heat Law • Operational since 1 January 2014 • It regulates distributors and suppliers of heat. Not the producers of heat (nor cold). • Scope: Protect bound consumers & small enterprises (connection<100 k. Suppliers and licence holders Only supplier and not a licence holder in case: a. Max 10 consumers, or b. Max 10. 000 GJ, or c. Rent out or owns the building of the heat supply In all other cases a permit is required.
