BACKGROUND On November 24, 2009, the City of Prince Albert and Darcy’s Golf Shop

BACKGROUND On November 24, 2009, the City of Prince Albert and Darcy’s Golf Shop Ltd (DGS Ltd. ) entered into a management agreement for the Cooke Municipal Golf Course and Darcy Myers becomes the 4 th Head Golf Professional in the 100 year history of the golf course. The Cooke Municipal Golf Course has endured numerous challenges and achieved many successes in the past and has benefitted from these experiences to build for the future. There has been plow winds, dead greens, water crisis, vandalism, renovation disruption, power outages, caterpillar infestation, drought , flash flooding, shortened seasons, and now Coronavirus. . Cooke Municipal Golf Course has remained profitable in 9 of the last 10 years. More importantly, Cooke Municipal Golf Course provides a healthy and relaxing recreation option to residents from 5 years old to 95 years old and remains a beautiful asset and attraction to the City of Prince Albert.

DGS LTD. CONTRACT SERVICES Ø Ø Ø Ø Report to the Director of Community Services, City of Prince Albert. Actively promote and market the game of golf locally, and abroad. Collect all season pass and daily fee revenue on behalf of the City and remit accordingly. Prepare monthly/annual statements and budgets. Recruit, hire, train, and schedule all employees and ambassadors of the pro shop, including an assistant professional, bookkeeper, starters and marshals, driving range and cart attendants. Maintaining a high standard of customer service and safety for all patrons is crucial to the success of CMGC. Purchase, market and sell quality lines of merchandise, equipment and accessories for men, women, and juniors. Purchase range balls and retrieving equipment and operate driving range. Provide private/group instruction, and clinics as required. Develop and promote an accessible junior golf program. Provide golf club rentals, pull cart rentals, and club repair services. Coordinate and schedule league play for the various user groups. Assist, organize and manage all local, provincial, and national tournaments and events. Work closely with all user groups and attend City Council and Golf Course Advisory Committee meetings as required. Liaison with the Prince Albert Golf and Curling Centre. Investigate new revenue streams and potential sponsors/partners. Work closely with Superintendent to ensure ideal playing conditions for all levels of golfers to enjoy.

SUMMARY Currently, DGS Ltd. receives the following in accordance to the CMGC Management Agreement:

SUMMARY Currently, DGS Ltd. receives the following in accordance to the CMGC Management Agreement: Ø Ø Ø a retainer in the amount of $62, 421. 94 and a wage subsidy of $38, 840. 00 annually. 8% of all season pass, green fee and punch card revenue ($712 k @ 8%=$56, 960. 00) 10% of all power cart revenue and trail fee revenue ($184 k @10%=$18, 400. 00) 10% commission on all sponsorship/advertising revenue ($75 k @10%=$7, 500. 00) Any profit/loss from driving range operation and pro shop retail sales. *Earnings of $184, 121. 94 are based on 2019 financials. GST is additional.

DGS Ltd. has developed valuable relationships and continues to work with various organizations, governing associations, local businesses and schools to promote Cooke Municipal Golf Course and to grow the game of golf. DGS Ltd. will continue to explore new revenue streams and opportunities as well as cost saving measures to maintain financial stability now and into the future. DGS Ltd. has invested significant time and money in junior golf development and creating new, lifelong customers.

PROPOSAL Darcy’s Golf Shop Ltd. is seeking a 5 year (2021 -2025) term for the Cooke Municipal Golf Course Management Agreement. Amendments to the current agreement as follows: Ø Retainer ($65, 000 + gst) and Wage subsidy ($40, 000 + gst) and 1% increases annually throughout the term. Ø 9% commission on all season passes, green fees and punch card revenues Ø ($712 k @ 9% = $64, 080. 00) Ø 10% commission on all power cart and trail fee revenues ($184 k @ 10% = $18, 400. 00) Ø 10% commission on all sponsorship/advertising revenues ($75 k @ 10% = $7500. 00) Ø Retain all profit/loss of pro shop and driving range operations. *$194, 980. 00 projected calculations for 2021 using 2019 revenues. $10, 858. 06 increase to maintain current levels of service. GST is additional.
