OA - Who pays ? FUNDERS Author ? Librarian Cost ? Model. . . Publisher Revenue ? Model….

Policy • Not an area that I can speak with any real knowledge and hence authority…. • Open access publishing looks largely being left to funders (H 2020 lead) to set the agenda – but they pay mainly for individual researchers (and contribute to some repositories) • Open scientific data policy – not just https: //data. gov. ie - a policy/practice lacuna ?

Services • What will next generation libraries (and librarians) look like ? Data repositories and processors ? => Data Scientist Librarian (Publications coupled to data via metadata…. ) • Data Access and Use Advisors • Data Reuse Services (Data + Algorithms) • Value extraction from huge volumes of archived data – astronomers as the role model…

Infrastructure - Scale • Data growth well beyond Moore…. Moore. N where N>>2 • > 2 Zettabyes* p. a. by 2020 (Billion x Trillion) • Mobile data X 8 over 2015 -2020…. • Also - data stored but not shared and hence volume/rate not captured - every lab globally * Source: CISCO (July 2016)

Infrastructure • Libraries in the Cloud ? • National (professionally curated) data repositories • Ireland leading location for data centres – ease of colocation ? • Impediment - huge shortage of talented ‘data scientists’

Finally • Scientists don’t really care if publication is print only or OA – it’s all about prestige journals (Nature, Cell, Blood, Science, etc. ) • New J. of Phys. (4) / Nature Comms (12) • Quality of a Library = Quality of Holdings - Has impact on perception & quality of the institution…. • National (properly curated) data platforms if OA data sharing to be a reality and valuable
