What is the Team’s focus PROBLEM v Lack of guidance for the evaluation and selection of the most favorable sediment remedial technology or combination of technologies to achieve Remedial Action Objectives given the site’s sediment/water body/COC characteristics. APPLICABLE REGULATORY PROGRAMS v Federal Programs – Superfund/CERCLA v State Programs – Individual State and/or Local v Other: ACOE, NOAA (permits), US F&W DRAFT TEAM SOLUTIONS v Describe available and emerging technologies used to mitigate exposure from contaminated sediments (Monitored Natural Recovery (MNR), Enhanced MNR, In-Situ Treatment, Capping (Physical, Reactive), and Removal (Excavation/Dry, Dredging/Wet) illustrated with case studies. v Describe applicable construction, performance and remedy effectiveness monitoring parameters to evaluate long term stewardship. v Develop a Tech Reg Guidance on selection of applicable remediation and monitoring technologies/techniques for use at contaminated sediment sites. OPEN ISSUES v Design of an interactive, web based document that offers a remedy selection framework that “functionally” relies on information in the technology overviews.
What is the Contaminated Sediments – Remediation Team Working on? § Developing consistent content within technology overviews to facilitate interactive communication with data needs tables. § Creating a process to discriminate among available technologies within “zones” of a contaminated sediment site to achieve RAOs. § Developing a process to combine/couple technologies among numerous “zones” of a contaminated sediment site to achieve RAOs. § Providing guidance related to construction, performance and remedy effectiveness monitoring at contaminated sediment sites both during and after remedial activities. § Developing a strong stakeholder section to educate users on more broad, but important, considerations related to contaminated sediment management and associated large scale impacts.
What barriers are being broken down ? § Current guidance documents do not evaluate technologies in combination or provide a process to discriminate among available technologies within “zones” of a contaminated sediment site to achieve RAOs. § Our Tech Reg will include parameters within each technology overview that feed valuable information into the consideration of the 9 superfund criteria.
What problems are the team encountering? § Providing the right balance of detail in the technology overview sections to both introduce the technology and to provide useful information to assist the reader in properly evaluating each remedial technology. § Dovetailing broad, large-scale stakeholder concerns into a guidance which is more focused on a specific aspect of the contaminated site investigation/remediation process.
Does the team need additional Board or Federal support or input? § The team has tried twice to secure a Tribal Stakeholder member, unsuccessfully. § We are still getting outstanding input from the Navy, USACE and EPA. § We are also getting tremendous academic support.
