Construction and Quality Assurance Plans Construction Inspection for Field Office Activities

Construction Drawings • Parts of a Drawing Set – Cover page – Plan Map – Profile – Cross Sections – Details – Notes

Dimensions Vs. Not To Scale • Dimensions – Look for scale bar – Look for stated scale – Can measure off drawings • Not To Scale – Can’t Measure on drawings – Must have dimensions in text

Standard Drawings • Standard drawings are used to reduce the time it takes to produce designs • They are developed and reviewed by each state; • Look for DESIGN specific Notes. Don’t assume because the picture is the same, this project will be the same as the last project.

Specifications • What is a Specification…. . A Specification defines how to construct something. It is a written narrative on the process to construct and/or the type of material to use.

Different types of Specifications • Construction Specification – Tells how to construction something = process – Can reference material specifications

Different types of Specifications • Material Specification – Tells the type of material to use

Specifications • Parts of a Specification: – Scope – Material – Placement and Handling – Acceptance of Work and Inspection – Items of Work

Plans and Specifications Plans and Specs should agree • Review Plans and Specifications prior to the start of construction. Note any disagreement or ambiguity in the plans and specs • Go over the differences with the designer and iron out the differences and clear up anything that is missing • NEM 542. 0 states “generally specifications take precedence over construction drawings”

Be Prepared! • You’d better know what your looking for and what your doing before you go to the site • It affects your integrity with the landowner and the contractor… • Good communication between all involved is key to success

What to look for… • • • Is there enough information to build this? Can I locate how to lay the practice out? Can I establish the elevations specified? Are the benchmarks shown? Is there enough information on the materials needed that they can be purchased correctly?

Changes or Substitutions… • Requests come from the landowner & contractor or both • Who do you notify? ? ? – DC and Designer • What do you document… – Who, what, where, when. . • Who makes the call….

Changes or Substitutions… • Changes affect the timing of things, so communication is important • Notify the appropriate staff right away • Determine if the change can be made or not • Determine if the change affects other practices (domino effect…) • Get the measurements needed so quantities can be calculated

Quality Assurance Plans • What is a Quality Assurance Plan (QAP)? ? ? – It is a plan that outlines how inspection will be handled, who will provide it, and to what level inspection will take place.

Quality Assurance Plans • What does it include: – Periodic vs. Continuous Inspection – Items to be Inspected – Inspectors skills and Qualified Personnel – Equipment or Facilities Needed – Documentation and Deadlines

Quality Assurance Plans • Its important to you, because: – It tells you what to do – It tells you how to do it – It tells you what you need to look for – It tells you how to document it – It tells you how often your expected to be onsite

Don’t make Assumptions…. There are no dumb questions. . The only dumb questions, are ones that should have been asked…. .

Class Problem Time!!! Construction and QAP problem in Class Problem section of workbook. Refer to the Friendly Farmer GSS design packet to answer questions. Use the next 5 minutes to answer the questions as a group at your tables. Designate a spokesperson to give your answers to the rest of the class. Attention: Rewards may be available for tables that volunteer their answers.
