Constitution and By-Laws Wheelock College of Education & Human Development Faculty & Staff Retreat August 29, 2018
Background • BU Wheelock Transition Team established a Constitution Task Force. • David Chard • Cathy O’Connor • Mariana Stoyancheva • Mary Churchill • Eleonora Villegas-Reimers • Ziv Feldman • SED Constitution & By-Laws used as a starting point. • Draft revisions made and sent to the larger transition team for feedback. • More revisions made and sent to entire BU Wheelock faculty and staff for review.
Definitions • Constitution – Broad overview of the manner in which the college will be organized: • • • Mission Composition Faculty Assembly (includes 5 standing committees) Staff Assembly Cabinet • By-Laws – Detailed descriptions of BU Wheelock composition, including committee functions, procedures for electing committee members, and term limits.
Faculty Assembly “…responsibility for and jurisdiction over all matters pertaining to the academic curriculum” Five Standing Committees • Academic Affairs Committee (AAC) • Faculty Affairs Committee (FAC) • Equity, Diversity & Inclusion Committee (ED&I) • Appointment, Promotion, & Tenure Committee (APT) • Research Committee (RC)
Changes to the Constitution & By-Laws • Name of college • Academic department structure replaces SED clusters • Standing committee faculty membership : • Shift from cluster to department representatives • Members elected by department; chairs report results by April 1 st • Faculty Assembly elects a 5 th “at-large” committee member at year-end meeting
Changes to the Constitution & By-Laws • Staff Assembly officers will hold 2 year terms • New positions added to Cabinet: • • • Associate Dean for Doctoral Studies Associate Dean for Strategic Initiatives and Community Relations Assistant Dean for Enrollment and Student Affairs Assistant Dean for Development Assistant Dean for Executive Affairs Department Chairs
Clarifications to the Constitution & By-Laws • ‘Voting faculty members’ include all faculty with at least half-time appointments, as defined by the BU Handbook: “The Faculty of Boston University consists of: • Assistant, Associate, and Full Professors • Those with professorial titles modified by “Research, ” “Clinical, ” and “of the Practice” • Lecturers of all ranks • Instructors” • Terms of new committee members begin at commencement of the following academic year.
Clarifications to the Constitution & By-Laws • Associate Deans serve as ex-officio, non-voting members on standing committees: • • • Academic Affairs Committee: ADAA & ADSA Faculty Affairs Committee: ADFA Equity, Diversity & Inclusion Committee: ADSA Appointment, Promotion, & Tenure Committee: ADFA Research Committee: ADR 8
Next Steps • Establish a transitional process for 2018 -19 only • Dean, in consultation with department chairs and the ADFA, will appoint faculty to fill vacancies in standing committees. • Review revised constitution & by-laws in anticipation of September 12 th Faculty Assembly meeting. • Vote will take place shortly thereafter.
