BACKGROUND OBJECTIVE Our study aimed to find out the uncertain factors making planning fail to guide orderly development in Bamako District and their impact on land-use structure patern

DATA The field work from November to December 2017 in 32 Neighborhoods in the six Communes of Bamako District Three levels survey: including interview (official actors) and questionnaires citizen and the Neighborhood leader( Neighborhood development Committee/Comité de Développement de Quartier-CDQ) In total, 746 questionnaires to population, 32 questionnaires to Neighborhood Development Committee (CDQ), and 11 interviews with public officials was

THE MAIN FACTORS OF UNCERTAINTY IN LAND USE PLANNING IN BAMAKO DISTRICT Citizens opinions + political factor : 43, 6 % + economic factor: 30, 5 % + Government actions: 18, 1 %. - social factor : 7, 7% (marginal but very influential on the choice of the decisions by the politicians in Mali)

THE MAIN FACTORS OF UNCERTAINTY IN LAND USE PLANNING IN BAMAKO DISTRICT CDQs members’ view points + political factor: 37, 5 % + economic factor: 31, 3 % + Government actions: 21, 9% - social factor is quoted by fewer members of CDQ (9, 4 %)

THE MAYORS ARE KEY UNCERTAIN AGENTS IN LAND USE IN BAMAKO DISTRICT Ohters uncertain agents: - Local Antenna for Urban Planning: 52 opinions (8 %)and 01 view of CDQs(3, 1%) - Domain and the Land registry Local Antenna agents: 5, 9 %( citizen) and 15, 6% of CDQs views - Regional Direction for Urban Planning and the Housing agents: 1, 4 %( citizen) - Economic operators: 0, 6 % - Regional Direction of Domains and the Land Registry agents: 3 (0, 5 %)

RECOMMENDATIONS To achieve African Union’s vision : the « Africa we want » in 2063 in the field of sustainable Africans’ cities development, more researches are needed to stress common land-use planning issues and find out the global solution framework.

RECOMMENDATIONS ALPC and NELGA can work together on land use planning uncertainties in doing more researches to find out a framework for sustainable African cities under uncertainty context, as it has been stated “ in Africa related land governance issues , it is only the name of the country which changes the remainder remain the same”
