Condover Parish Neighbourhood Plan What is a Neighbourhood Plan? A Neighbourhood Plan helps set out a community’s vision for their area for up to twenty years. It’s an important document because, once agreed, the Neighbourhood Plan has the same legal status as the Local Plan, so decisions on planning applications must take the Neighbourhood Plan into consideration. Communities can put in place planning policies that will help deliver that vision or grant planning permission for the development they want to see. The Condover Parish Neighbourhood Plan will be in place until 2036

Condover Parish Neighbourhood Plan • Within the existing Shropshire Local Plan (SAMDev), Stapleton is currently part of a cluster with Condover. This means it has a development boundary. • Any housing development should be within the development boundary. • There is also scope for ‘infill’ – the current Local Plan indicates Stapleton could have infill up to 5 dwellings. • The area beyond the existing boundary is open countryside. • Housing development in the Countryside is through the Rural Exception Site Policy • Dwellings to house essential rural workers will be permitted
Definitions Condover Parish Neighbourhood Plan Infill - This is development within the settlement, generally of up to 3 houses, with existing development on two sides Rural Exception Site - Exception sites are granted planning permission as an exception to normal planning policies in order to meet a local need for affordable housing for people who have a strong local connection to a specific area (eg a parish or group of parishes) who are unable to afford or secure open market housing in that area. Local needs criteria - To qualify for this scheme, applicants must: Be in housing need Be unable to access a suitable home currently available on the open market in the parish (or within 5 km of the site) Need to live locally Have strong local connextion to the parish The site must be in a suitable location The Plot value is the affordable housing value (c£ 10, 000) The property cannot normally be larger than 100 square metre gross internal floor area.
Condover Parish Neighbourhood Plan Definitions Housing for Agricultural Workers Dwellings to house essential rural workers will be permitted if: a) There are no other existing suitable and available affordable dwellings or b) Other buildings which could meet the need, including any recently sold or c) Otherwise removed from the ownership of the rural business; and d) In the case of a primary dwelling to serve a business without existing permanent residential accommodation, relevant financial and functional tests are met and it is demonstrated that the business is viable in the long term and that the cost of the dwelling can be funded by the business Occupancy critera and conditions apply For further information see Shropshire Council Planning Policy MD 7 a
Condover Parish Neighbourhood Plan Shropshire Council Local Plan Review 8, 600 additional new homes to 2036 in main centres, market town and development hubs In the Revised Local Plan, Dorrington is the development hub in Condover Parish All other rural settlements will be classed as Countryside, including Stapleton. Condover Parish Neighbourhood Plan Community Cluster Countryside settlements can ‘opt-in’ to Community Cluster status in the Revised Local Plan. Infill development is allowed within the Community Cluster All land beyond the Community Cluster (existing boundary) will be Open Countryside Housing development in the Countryside is through the Rural Exception Site Policy/ Agricultural Workers Opting-in’ as a Community Cluster - may help to maintain or enhance an area’s social and economic sustainability by accommodating appropriate sustainable development which can support existing and potentially stimulate additional services; facilities; public transport links; employment opportunities; and high speed broadband.
Amendment to Existing Development Boundary Condover Parish Neighbourhood Plan There is no existing or proposed Shropshire Council Planning Policy or Guidance to permit amendment to existing development boundaries in areas outside Development Hubs. Any amendment would be within the Condover Parish Neighbourhood Plan and would have to be in the context of achieving clearly set strategic objectives for Stapleton, supported by robust evidence. For example: A settlement development plan Strategic objectives to attract and retain younger households by providing lower cost market housing Economic sustainability of the settlement and local business Providing opportunities for down-sizing Housing needs data Any sites put forward should be in the existing Shropshire Council Strategic Land Availability Assessment, and be determined to be suitable for housing development through independent evaluation.
