Request for Approval of “Alternative 3 -Hotel” in EIR REDUCED DEVELOPMENT PROPOSAL IN EIR • Approximately 231, 000 square feet of total development (130, 000 square feet new devt. ) • Hotel, Office, Retail, Restaurant, Residential Uses. • Two-phases to be completed in 2012 and 2014. • Retain and preserve all historic buildings. • No significant impacts on historic resources or on traffic at street intersections. • Significant impacts on three street segments (traffic) and air quality (during construction only).

Recommendation: Adopt Resolution for Final EIR and Environmental Findings California Environmental Quality Act (CEQA) • EIR--Impacts were analyzed. Traffic analysis methodology is standard, information presented accurately and clearly in Draft and Final EIR (These are appellant’s concerns). • EIR—Mitigation measures proposed for impacts. • EIR– Four project alternatives (with two additional variations) were analyzed. • EIR—Project objectives identified.
Recommendation: Adopt Resolution –Statement of Overriding Considerations; Mitigation Monitoring and Reporting Program ALTERNATIVE 3 – HOTEL OPTION • Pursuant to CEQA 15093— • Find that the Project’s benefits outweigh its unavoidable adverse environmental effects (three traffic segments and air quality during construction).
Recommendation: Adopt Resolution –Statement of Overriding Considerations; Mitigation Monitoring and Reporting Program • Historic preservation of buildings. • Revitalization of the site. • Pedestrian and economic linkage within the Central District and TOD project. • LEED - environmentally conscious project. • Estimated 630 construction jobs; 750 permanent jobs; plus 520 additional jobs in L. A. County (payroll $56 M). (These estimates are appellant’s concerns and they are addressed in CBRE and KMA supporting documentation, which conclude the estimates are reasonable).
