Broad concept with a variety of definitions: • A City with better managed infrastructure that is variable, based on input of data and adjustments of the results to best utilize resources or improve safety. • A City with ultimate goals of power management, reducing pollution footprints, increasing public safety, or offering improved services to residents. • A City that is connected. • A municipality that uses information and communication technologies to increase operational efficiency, share information with the public and improve both the quality of government services and citizen welfare. It is critical to the evolution of the CRP Specific Plan to consider methods and means by which to “future-proof” the Plan in order to anticipate how current trends and technologies may change the life of existing, as well as new residents, within Concord over the life of the plan’s implementation (30 -35 year horizon). This includes a focus on: • Parking, mobility and transportation; • Infrastructure for sustainability and resilience; • Smart Cities; and • Changing workplaces and retail environments. The Smart City should be seen as a fundamental requirement to future-proof economies. – Matthew Smith, Global head of Market Development, Cisco Smart City refers to an environment where “digital technology and intelligent design have been harnessed to create smart, sustainable cities with high quality living and high quality jobs. ” Specific strategies to consider for the Specific Plan include: • Identifying the necessary infrastructure to enable the use of real time technology. • Incorporating a Smart City or digital master plan. • Planning for district infrastructure systems to improve efficiency and reduce resource use.
