Definition of Employment “Competitive integrated employment”, meaning full or part-time work at minimum wage or higher, with wages and benefits similar to those without disabilities performing the same work, and fully integrated with coworkers without disabilities. This is considered the optimal outcome under WIOA.

A Challenge Meeting the Employment needs of ALL youth with disabilities including youth with IDD Services are provided to people who have an intellectual or developmental disability. To be considered a person with I/DD, an individual must have a severe, chronic disability that: Is caused by a mental or physical impairment or combination of mental and physical impairments; Occurs before the age of 22; Is likely to continue for a long time; Results in substantial functional limitations in three or more of the following areas of major life activities: Self-care, Receptive and expressive language, Learning, Mobility, Self-direction, Capacity for independent living, or Economic self-sufficiency; Reflects the individual’s need for a combination and sequence of special, interdisciplinary, or generic services, individualized supports, and other forms of assistance that are lifelong or extended duration and are individually planned and coordinated.

The Challenge of Accommodating the Needs of Youth with Disabilities A job accommodation is a reasonable adjustment to a job or work environment that makes it possible for an individual with a disability to perform job duties. Determining whether to provide accommodations involves considering the required job tasks, the functional limitations of the person doing the job, the level of hardship to the employer, and other issues. Accommodations may include specialized equipment, facility modifications, adjustments to work schedules or job duties, as well as a whole range of other creative solutions. Accommodations are only required if the individual experiences a barrier to employment. They are expected to be capable of performing the job with reasonable accommodation Within the K-12 system, youth are entitled to accommodations. After a youth leaves high school, they must decide if they want to ask for accommodationsand disclose their disabilities 63% of students who leave high school with an IEP who have a learning disability do not request support when they go to community college.
