What Is Community Policing? • Community policing is a philosophy that promotes organization strategies in policing that uses partnerships and problem solving techniques, to give rise to public safety. • It is a proactive, decentralized approach, designed to reduce crime and disorder. • The four main principles are: community engagement, problem solving, organizational transformation, and crime prevention by citizens and police working together. • Simply, community policing is all about building relationships and problem solving.
History of Policing • In the early history policing was based around small farms that policed themselves, This was known as the tithing system. • William the conqueror established the frankpledge system which required all free men to swear loyalty to the kings law and take responsibility in local law. • Hue and cry- The summing of all citizens within an earshot to join in pursuing and capturing a wrongdoer. • The Metropolitan Police Act was passed in 1829 and modern policing began.
The Beginning of “Modern” Police Forces • Sir Robert Peel started modern policing in 1829. • • • The duty of police was to prevent crime and disorder. Publics respect = public cooperation. Police can‘t show any bias. The police should strive to maintain a relationship with the public. The test of police efficiency is the absence of crime and disorder.
Policing in the United States • Philadelphia became the first city to pay both day and night shifts. • In 1844 New York established the first big city police department. • In 1856 New York City became the first police force to require all officers to wear uniforms.
