Community Organizing Strategies for Social Housing ISSUEBASED CO
Community Organizing Strategies for Social Housing *ISSUE-BASED CO & TRIPARTISM
Issue-based Community Organizing • One of the approaches in building people’s organization- self-reliant, independent, self -governing and automous • The process has enabled people who perceive that they are hopeless and powerless to feel that they can be empowered to change their unhappy situation.
Action-reflection-action or Conflict Confrontation method… • Conflict is common where there are competing interests (land housing) • …seeks to get government and people into the negotiating table as equals (as tax payers with a right to the services of their government)
Basic CO Steps • Social Investigation (SI) and Integration (immersion) • Spotting of potential issues • Agitation for Action • The pre-action meeting • The Actual meeting • Role play
…CO steps • Mobilization • Evaluation • Reflection • Putting up the organization
Some Dos & Don’ts on Integration/immersion • Dress according to the acceptable “simplicity” of the people in the barangay • Make a courtesy call to the barangay captain/council • Help in the daily chores of your host-family
…Don’ts • No ‘messing around’ the area • Don’t make judgments and side comments while talking to the people • Ideally. . , don’t write your logbook while talking to people
Basic CO principles: • Throughout the organizing process, the people must make their own decision • People act on the basis of self-interest • Start where the people are but do not end where they are
CO and Tripartism • TRIPARTISM – A PARTNERSHIP BETWEEN AND AMONG STAKEHOLDERS FROM THE PO-NGO-GO
