Basic Elements of CD • Activities must correspond to the basic needs of the community, firstly projects should be initiated in response to the expressed needs of people. • Community development aims at increased and better participation of the people in community affairs. • The identification, encouragement and training to the local leadership should be basic objective in any programme. • Implementation of a community development programme on a national scale requires adoption of consistent policies, specific administrative arrangements, recruitment and training of personnel, mobilization of local and national resources and organization of research, experimentation and evaluation
