Review Objectives The aims of the review are to realign the Community Learning Service to enable the delivery of the OFSTED improvement recommendations, including: • Create a structure which enables implementation of the OFSTED recommendations, following inspection in May 2016 and which enables the shift from ‘Requires Improvement’ to ‘Good’ at re-inspection in 6 to 12 months time. • Create a structure based around the six geographic areas of the County and aligned with area based planning. • A more comprehensive structure and appropriate use of employment contracts to raise the quality of provision Serving the people of Cumbria

Review Objectives • Create a structure that supports the targeting of resources at priority groups eg those without qualification/with low level qualifications, the unemployed/underemployed, family learning and vulnerable groups in line with the strategic priorities of the Council, the LEP priorities. • Create the environment which empowers our people, within the Community Learning service, to operate in a solution focussed manner improving the quality of provision for our learners. • Creating clear lines of accountability and a more innovative and flexible service. • The development of posts within the structure will take account of succession planning and developing a career framework for community learning tutors. No. If VR is accepted, there is a 12 month period where the employee cannot work for the Council or in any role that the Council fund. When does the Tutor Preference form need to be submitted by and if this is submitted does it prejudice a future decision to request voluntary redundancy? Grade 8 is equivalent to £ 23, 398 FTE (£ 12. 1278 per hour) at Point A or £ 24, 174 FTE (£ 12. 5300 per hour) at Point B. There is no change to the Grade 8 rate of pay. Can you please explain the implications of the 40 minutes planning and preparation time proposed for Grade 8 tutors. Is this effectively a cut in pay? The current payment for preparation is 0. 83% per hour, equivalent to £ 10. 066 at Grade 8, Point A for every hour taught. The proposed payment is 0. 66%, equivalent to £ 8. 004 per hour. The consultation proposal also includes two days paid CPD, mileage for travel beyond home to work, payment for appraisal and 1: 1 meetings and the issue of a laptop and phone to remove the need for tutors to use their own equipment, incurring charges. After careful consideration of the future curriculum content and requirements for teaching ESOL, Grade 10. Feedback that the LLDD part-time post for Carlisle should be increased from 0. 2 fte to 0. 5 fte Could the contract for Workington CLAS English be raised to 0. 5 fte, which seems a more realistic timescale for the delivery of GCSE courses on offer For the 2017/18 academic year the post will be increased to 0. 3 fte, with a review in the third term to identify requirement for 2018/19. We have reviewed this request and the post remains as 0. 4 fte for the 2017/18 academic year but will be reviewed in the third term to identify need for 2018/19. Could the LLDD post for Allerdale be decreased from 0. 8 to 0. 6 fte? The provision is such that 0. 8 fte is required. The post remains at 0. 8. Could the 0. 4 fte Digital post for Barrow be turned into 2 x 0. 2 fte Digital This doesn’t meet the needs of the service. Would it be possible to add an additional part-time post to Carlisle to teach accredited book-keeping/AAT qualifications? This is a curriculum area under development. Travel and Workbase The work base for the purposes of mileage in Eden is given as Skirsgill Community Learning, due to the geographic nature of the district and the fact that there is an existing centre at Shap could Shap be an alternative workbase? " What is the implication of the word "independently"? Does it mean that future tutors will be required to run their own car as an essential part of this new role? If car use is essential, will there by an "essential car user allowance" to go with it? Other The ‘Ability to travel independently’ does not mean tutors will be required to run their own car. The council supports staff using other modes of transport. Travel and subsistence is paid in line with the Council’s travel and subsistence policy. One tutor fed back that the benefits for Grade 8 are no better than at the moment. Could we not consider a pay rise? The job profile has been evaluated through the councils job evaluation process and remains unchanged at Grade 8. The planning and preparation element was benchmarked against over 30 other local authorities and now sits amongst the highest comparable services. This will be factored in to annual curriculum planning, based on a national and local priorities. It was encouraging to hear Amanda talk about the possibility of using the apprenticeship route to recruit tutors but how would this work in practice Following the restructure we will look at how it would work in more detail. Role profiles Additional tutor role profiles were submitted for comparison Since it is not possible to identify which staff were employed against which role profile, we have used the generic tutor profile from People Management as the existing role profile Serving the people of Cumbria
