Background § Eligible for up to $750, 000 of funding from FDCA for one or more FFY 2010 and FFY 2011 Non-Entitlement (aka ‘competitive or small cities’) Community Development Block Grants § Funds must be used for one of the following purposes: § To benefit low and moderate income persons (LMI); or § To aid in the prevention or elimination of slums or blight; or § To meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and where other financial resources are not available to meet such needs. Background § The activity categories for which these funds may be used are in the areas of § Housing § neighborhood or commercial revitalization § economic development (new jobs) – Open Cycle § Eligible uses of funds include: § § § § § CDBG administration housing rehabilitation commercial building rehabilitation sidewalks and pedestrian malls land acquisition water and sewer improvements street improvements storm water facilities parking and related improvements Community Development Department
Background § At least 70% of the all State CDBG funds must benefit low-to-moderate income persons, as defined by the Department of Housing and Urban Development (HUD) § For individual grants: § 100% of housing beneficiaries must be LMI § 51% of jobs created under economic development must be for LMI § 51% of the entire jurisdiction must be LMI for commercial revitalization § 51% of neighborhood beneficiaries must be LMI and more for competitive scoring. Conceptual Plan § Apply for CDBG Funds under Housing Category § Economic Development is open cycle, must create jobs, not speculative (a tool in our toolbox) § Neighborhood and Commercial Revitalization not really possible (City and/or neighborhoods do not meet thresholds for LMI population) § Conceptual Plan § Home-owner occupied rehabilitation and/or demolition/reconstruction § Older homes (30+ years), where home is deteriorating and homeowner has no funds/ability to repair (i. e. seniors or disabled persons on social security) § Benefits homeowner, neighborhood, and contractors § Hire grant manager and continue county partnership Community Development Department
