Introduction • The Commonwealth is planning to move the medical and psychiatric services of the Lemuel Shattuck Hospital (LSH) from its campus in Jamaica Plain to the Newton Pavilion, currently owned by Boston Medical Center, in the South End. The move is planned for 2021. • The hospital’s mission is to deliver compassionate medical and psychiatric care to patients requiring multi-disciplinary treatment and support which promotes their health, well-being, rehabilitation and recovery. The hospital strives to continuously improve the quality of life for its patients through the delivery of collaborative treatment and patient-focused care. • Located in Jamaica Plain, the 13 -acre campus is operated by the Massachusetts Department of Public Health (DPH) in conjunction with the Department of Mental Health (DMH) and the Department of Correction (DOC). • LSH offers outpatient services (e. g. primary care, orthopedics, radiology, diagnostics, etc. ) and 260 inpatient beds which includes: • 117 inpatient medical/surgical beds (operated by DPH) • 28 medical/surgical beds dedicated to DOC patients in a locked unit (operated by DOC and DPH) • 115 inpatient psychiatric beds (operated by DMH) Draft for Discussion Purposes Only Updated: 9/25/2020 2

Commitment to the Community • Shattuck Hospital has a longstanding commitment to the economically, racially and culturally diverse patients and communities that it serves. • The hospital’s mission is multi-faceted. Renovation vs. Relocation • Built in 1954, LSH requires extensive renovations to maintain its mission of providing high-quality health care to the state’s most complex and vulnerable patients. • Relocating the hospital services to the Newton Pavilion is the most cost-effective solution for the Commonwealth compared to renovation or new construction, and could save the Commonwealth between $200 and $300 million. Newton Pavilion Opportunity • The Newton Pavilion is located on East Newton Street, between Harrison Avenue and Albany Street in the South End, and currently operates as a Boston Medical Center medical facility. • Built in 1986, the building consists of 325, 000 sq/ft. on eight floors. • In 2018, BMC will be vacating the building as part of the hospital’s consolidation. • The Newton Pavilion meets LSH’s inpatient and outpatient service needs with minimal renovations required. • The Newton Pavilion site provides an opportunity for potential collaboration with BMC, DMH’s Solomon Carter Fuller Mental Health Center, and neighboring academic institutions, as well as the opportunity for continued collaboration with Tufts. • Most importantly, the renovation will not cause any disruption to LSH’s patients currently receiving care at its Jamaica Plain campus. Transportation and Access • The Commonwealth is committed to identifying transit strategies for employees and patients that promote the use of public transportation. • Over the next three years, the state will continue to explore opportunities with local institutions and businesses to identify transportation demand management strategies and other best practices to assist in mitigating traffic in the area.
