COMMISSIONED OFFICERS’ EFFECTIVENESS REPORT (COER) GUIDANCE FOR PHARMACY OFFICERS PHARMPAC CAREER DEVELOPMENT SUBCOMMITTEE
PURPOSE • Provide guidance to pharmacy officers for completing their COER • Assist with COER content and presentation
CCMIS COER INFORMATION • Most COER guidance can be found on the CCMIS website
COER GUIDANCE • Commissioned Officers’ Effectiveness Report (COER) • Composed of 3 Sections: • Section 1: Administrative Section • Section 2: Officer’s Comments • Section 3: Performance Evaluation
COER GUIDANCE • Section 1: Administrative Section • Includes Rater Comments and Reviewing Official’s Comments which are extremely important • Special attention should be placed on the Strengths list and Areas for Improvement • The officer may need to assist the Rater with adjectives for the Strengths and relevant Areas for Improvement
COER GUIDANCE • Section 2: Officer’s Comments • Description • Describe the main duties and responsibilities in the officer’s job during the performance period • Goals • List specific work-related goals for the next performance period and long-term career goals relevant to the officer’s job • Accomplishments • List accomplishments related to the 8 performance elements on which you will be rated within the COER timeframe
COER GUIDANCE Accomplishments Should be related to the 8 COER Performance Elements: • • 1. Leadership 2. Initiative and Growth 3. Communication Skills 4. Interpersonal Skills 5. Planning and Organization 6. Professional Competencies 7. Analysis, Judgment and Decision-Making 8. Overall Effectiveness
COER GUIDANCE • Section 3: Performance evaluation • The Rater’s comments should validate the officer’s performance scores • The officer should not write the Rater’s comments
ROS, OS AND COER • ROS: Agency leadership’s view of the officer’s contributions to their day-to-day job, Agency, Commissioned Corps, and career • OS: Officer’s view of their contributions to their dayto-day job, Agency, Commissioned Corps, and career including PHS activities, visibility as an officer and vision • COER: Officer’s day-to-day achievements within the last year
PHARMACY OFFICER TIPS • Use strong action verbs • Use bullets for listing items • Leave white space when possible • Spell out acronyms • Avoid using overly exaggerated superlatives and fillers • Maintain a “continual COER” • Meet regularly with your Rater • Use your colleagues and/or mentors for peer review
