SECTION 1: DLADS MATERIAL – Turn-In Procedures Property Requiring DLADS Turn-In • DLADS Material will be turned in by appointment only and requires a correctly completed DDform 1348 -1 a(1348). • Customers who turn-in their DLADS Material need to make an appointment via e-mail: CFAS. Recycling@fe. navy. mil at least 2 working days in advance. – A fully completed “APPOINTMENT SHEET” must be attached to the e-mail. – Please see the guidance “How to complete DLADS Material Appointment Sheet” for guidance on how to fill out the appointment sheet. • Recycling Center staff will confirm appointment with the customer upon receipt and verification of correctly completed Appointment Sheet. – If after reading guidance you still have questions about how to complete the Appointment Sheet, please contact us. • Please show up 10 minutes prior to your actual appointment. – Customers must show up at the Recycling Center’s office no later than the scheduled appointment time – if you are late you will be asked to reschedule or worked in behind the next customer if possible. • Customer must remain at the Recycling Center until the entire turn-in process has been completed.
SECTION 1: DLADS MATERIAL – Equipment Requiring Special Processing • CPUs, Servers, and Material which has (or had) a hard drive: – DL 2500 is must be attached to each item being turned in. – Specific Statement with signature on DDform 1348 -1 a is required. See CPU TURN-IN GUIDANCE. • Safes and Filing Cabinets: – Specific statement for the above items are required on DDform 1348 -1 a. See DRMSI 4160. 14 Section 3 - Special Processing (Page 162 -164). • Refrigerators and Items that Contain (or Contained) refrigerant: – Specific Statement for the above items are required in DDform 1348 -1 a are as follows; • Serviceable Condition : “Contains Refrigerant” • Unserviceable Condition : “Empty” at 4. MARK FOR on DDform 1348 -1 a. Print name and Signature with “I certify that all substances have been removed by a licensed recovery facility”. – DRMS form 2016 is required to be accompanied by DDform 1348 -1 a. – See DRMS-I 4160. 14 Section 3 - Special Processing (Page 336 -339).
SECTION 1: DLADS MATERIAL – Equipment Requiring Special Processing • Expended Ammunition (or Items that Have Been in Contact with Ammunition): – Body armor with pockets, ammunition containers, ammunition pouches, magazines, ammunition shutes are included in this group. – Contact the Recycle Center @ CFAS. Recycling@fe. navy. mil or 252 -3685 for disposal instructions. • Medical Materials and Equipment: – All medical equipment must be cleaned and sanitized prior turn-in. – Statement “All equipment(s) or Materials herein have been cleaned and sanitized. ” signature is required on DD form 1348 -1 a. – Medical waste will not be accepted. • NSN Material with HMIC Code Y: – Contact the Recycle Center at CFAS. Recycling@fe. navy. mil with MSDS to get disposal instructions. – Check the HMIC code to the WEBFLIS.
SECTION 1: DLADS MATERIAL – Equipment Requiring Special Processing • NBC (Nuclear Biological and Chemical) Properties: – DLADS will NOT accept NBC property unless the items are new and in their original package. Contact the Recycle Center at CFAS. Recycling@fe. navy. mil or 252 -3685 if you have new NBC property still in it’s original package. – Units must Contact JEAP personnel directly @ <smblogcomjeap@usmc. mil> to dispose of all other NBC property. • Fouled Bedding and Personal Clothing: – DLADS will not receive dirty/unserviceable fouled bedding including used mattresses or personal clothing without laundering, dry cleaning, and/or fumigation. – The metal portion of the mattress can be received as QRP scrap provided the textile portion of the mattress is removed prior to turn-in. • Radioactive Material: – Radioactive items or materials CANNOT be turned into the DLA Disposition Services (DLADS) unless the generator provides a CERTIFICATE, signed by their Radiation Protection Officer (RPO) certifying that the item/material is radiation free.

Recycling@fe. navy. mil or 252 -3685 for disposal instructions. • Critical Federal Supply Classification (FSC) Materials: – Additional information is required with DDform 1348 -1 a. See DRMS-I 4160. 14 Section 2 - General Processing (Page 47 -48). • Vehicles and Boats: – Contact the Recycle Center @ CFAS. Recycling@fe. navy. mil or 252 -3936 for disposal instructions and procedures.
SECTION 1: DLADS MATERIAL – Turn-in Appointments DLADS: Appointment Procedures • DLADS materials will be received Monday through Friday 0800 -1600 hours except for weekends and National Holidays. – The Recycle Center will be closed for lunch daily from 1200 -1300 • Customers must choose one of the following appointment times: 08: 00 09: 00 10: 00 11: 00 13: 00 14: 00 15: 00 • Important note! – Maximum of 5 DDform 1348 -1 as can be received in one hour. – Maximum of 35 DDform 1348 -1 as can be received in one day. – Examples: 1. An appointment CANNOT be made at 1400 for turn in requiring 15 DDform 1348 -1 a forms. This turn-in must not be scheduled any later than 1300. 2. An appointment CANNOT be made for 40 DDform 1348 -1 a forms any one time. This turn-in would require two separate appointments scheduled on two (2) separate days.
SECTION 1: DLADS MATERIAL – Material Off-loading DLADS Material Off-loading • Customers may be required to assist Recycling Center Staff to both verify the DDform 1348 -1 as as well as offload the DLADS materials. • NOTE: DLADS materials and QRP scrap cannot be mixed within the same pallet or triwall. • NOTE: If a discrepancy is found between the DDform 1348 -1 a and the turn-in materials, Recycling Staff will reject those materials. – In the event any material is rejected, customers will be required to remove the materials from the Recycling Center prior to the end of the appointment time. – The Recycling Center is not permitted to hold DLADS materials without proper paperwork for any length of time.
SECTION 1: DLADS MATERIAL – Demilitarization & Mutilation Requirements National Stock Number “NSN”: Demilitarization & Mutilation Requirements Demil codes are assigned to each NSN. – Demil code “A” means that demilitarization or mutilation by DLADS is not required. – Other Demil codes mean that demilitarization or mutilation by DLADS is required. • Go to https: //www. dlis. dla. mil/webflis/ and click “Public search” and then, fill out NSN/NIIN field on this page, and press “GO”. Demil codes are assigned to each LSN. – Demil code “A” means that demilitarization or mutilation by DLADS is not required. – Other Demil codes mean that demilitarization or mutilation by DLADS is required. – NOTE Generator does not have authorization to mutilate, ONLY DLADS has authority DEMIL CODE “A” is assigned to this material. SECTION 2: QRP SCRAP – Material Identification What kind of materials can be accepted by the QRP? • The Recycling Center can only accept the following material as QRP scrap. – Material that has a scrap value: Steel, Brass, Copper, Stainless, etc. – Materials that are determined to be unserviceable. • The Recycling Center cannot receive the following material as QRP scrap. – Materials that require demilitarization or mutilation. • See page 10 -11 to see if the materials require demilitarization or mutilation by DLA DS. – – – – Scrap generated from the demilitarization process Precious metal scrap Hazardous wastes Vehicle or machine parts Electrical components Ships, planes, weapons Munitions List Items or Strategic List Items Pressurized equipment such as cylinders and compressors. • De-pressurized empty cylinders compressors can be received as QRP scrap. – Any other items as directed by QRP manager.
SECTION 2: QRP SCRAP – Turn-in Process QRP: De-pressurized Empty Cylinders and Compressors • Valves must be removed from empty cylinders and compressors prior to turn-in so that QRP can verify that the cylinder is adequately emptied. • Generator must drill a minimum 0. 5 inch hole in he bottom side of all compressors/cylinders that prior to turn in contained a refrigerant.
SECTION 2: QRP SCRAP – Turn-in Process QRP: Turn-in Procedures • QRP scrap will be received between Monday thru Friday 0800 -1600 except on weekends and National Holidays. – The Recycle Center will be closed for lunch daily from 1200 -1300 • QRP scrap must be sorted by the metal type. • Less than 2 tons of the QRP scrap – appointments are not necessary • Greater than 2 tons of QRP scrap – an appointment will be required please call: 252 -3685 or e-mail to CFAS. Recycling@fe. navy. mil for appointments for scrap exceeding 2 tons.
