What is CPHP? n n CPHP is the Peer Assistance Program for licensed physicians and physician assistants in Colorado A nonprofit 501(c)(3) corporation, independent from all other organizations u Not a branch of the Colorado Medical Board u Governed by the Colorado Peer Assistance Act u Funded by a surcharge on physician and physician assistant licensing as well as community contributions
CPHP Services CPHP’s direct services are free to Colorado licensed physicians and physician assistants n CPHP has contracts to serve many Colorado residents, medical students, and physician assistant programs n Participants are responsible for costs of any additional evaluations and treatment if those services are necessary n
Program Services n Client Services u u u Assessment Treatment Referral Monitoring and Support Family Support Documentation n Workplace and Referral Source Services u u Consultation on identifying physicians who need assistance Consultation on making effective referrals Workplace consultations Consultation on back-towork issues
Colorado Medical Board (CMB) Relationship CMB makes referrals to CPHP u Applications for licensure u Licensure renewal applications u Complaints n CPHP provides “treatment monitoring” for individuals with license stipulations n Approximately 13% of CPHP cases are known to the CMB n Safe Haven Provision n
“Safe Haven” n When (re)applying for license, physicians and PAs have opportunity for certain medical or psychiatric matters to remain unknown to the CMB … under certain conditions u May answer “No” to license (re)application questions referring to medical or psychiatric health t e. g. , alcohol/substance abuse, mental health disorders, chronic medical illness, cognitive dysfunction
“Safe Haven” n Safe Haven encourages individuals to proactively and confidentially seek and receive needed health care u CMB is comfortable that patient safety is assured with CPHP involvement/monitoring
“Safe Haven” Rules n Individual must be “known to CPHP” u CPHP has been informed of health matters u (Re)applicant has attended initial CPHP appointment u Compliance with all CPHP requirements for evaluation, treatment, and/or monitoring
“Safe Haven” Rules n Safe Haven applies only to CMB (re)application u It does not apply to … t Hospital/credentials applications t Other state applications for licensure t Legal issues
Confidentiality CPHP guidelines consistent with 42 CFR, Part 2 guidelines, the strictest confidentiality guidelines u CPHP must also follow standards of practice outlined in Colorado Medical Practice Act n CPHP does not disclose identity or information about any current or former participant without a written release of information u Exceptions: t Imminent risk to self, others, or patients t Judicial subpoena n
CPHP Evaluation n Timeline u Initial appointment usually scheduled in 24 weeks, often sooner u Initial intake evaluation typically 2. 5 hours u Full assessment typically 30 -45 days
CPHP Evaluation n Components u Electronic questionnaire u Full psychiatric assessment u Execution of materials such as confidentiality agreement, releases u Phone interviews with collateral sources u Drug and laboratory testing as appropriate u Referral for outside evaluation or testing
