Collaboration in Ethiopia Presented by Panos Navrozidis Action
Collaboration in Ethiopia Presented by Panos Navrozidis, Action Against Hunger Country Director & Ethiopia CCD Steering Committee Member
The Ethiopia CCD is a coalition of 14 INGOs our vision is to harmonize cash delivery for increased scale, efficiency, effectiveness and collective impact.
In order to achieve our vision, our work is focused on three areas: 1. Operational Collaboration & Cash Delivery – improving efficiency & quality of CVA in Ethiopia through collaborating in Consortia and Operational Alliances. Including completing geographical and technical mapping to enable assigning roles to those best placed on a context-specific way across the cash-value chain. 2. Creating an enabling environment for CCD Members to collaborate - including member engagement, signing of Mo. U, data sharing agreements and other governance & processes needed to enable in country collaboration, including internal coordination 3. National level systems change – driving collaborative initiatives through the CCD in country which will ultimately result in country level system change to strengthen the quality of CVA throughout Ethiopia. Areas of focus include supporting digitization & Mobile Money, linking Humanitarian Cash with Social Protection and increasing Gender Mainstreaming in CVA. As well as being able to influence and support the Ethiopia Cash Working Group
Emerging Operational Models in Ethiopia CONSORTIUM Example: Wollegas Result 1: provide multipurpose cash to IDPs in the Wollegas and drought affected populations in Somali Oromia - Target: 10, 000 households @ 1, 500 Birr x 3 mo/hh Somali - Target: 6, 700 + hh @ 1, 500 Birr x 4 mo/hh Result 2: operationalize CCD platform at national level. Including harmonize SOPs, field test new operating models and technology solutions (Target: all CCD members)
OPERATIONAL ALLIANCE Example: Somali region Due to COVID-19 related savings, in Somali CCD has been able to reallocate 50 K euro to cash distributions
National Level System Strengthening 1. COVID-19 Response Joint Market Monitoring Initiative with REACH – Ethiopia CCD was able to provide seed funding, build stakeholder endorsement and ensure access to markets utilising members’ existing geographic coverage. All CCD members are involved, with IOM looking at providing continuation funding. 2. Jumpstarting the Mobile Money Conversation – Through a partnership with GSMA. With the changing legislative environment in Ethiopia around Mobile Money and Telecommunications, GSMA have provided a consultant lead the contextual analysis, design, adoption, and scale-up of mobile money solutions for the ECHO-funded consortium & build CCD’s capabilities and improve efficiency in the deployment of etransfers and beneficiary management systems 3. Supporting & Coordinating with the Ethiopia Cash Working Group (ECWG) – The Ethiopia CCD has provided the ECWG with funding for two workshops, as well as actively participating in TWGs on their priority areas (such as FSP engagement). The Ethiopia CCD & ECWG share workplans and yearly priorities to ensure efforts are not duplicated.
Lessons Learned – one year in 1. Coordinate not Duplicate with CWG: The Ethiopia CCD has ensured a strong working relationship with Ethiopia CWG & regular coordination calls between the Collaboration Manager and ECWG co-chairs 2. Knowledge sharing to build all members’ capacities 3. Efficiency is key being able to leverage existing infrastructure and common delivery mechanisms results in more cash to beneficiaries 3. Collaboration Unit: This unit hosts the network’s Collaboration Manager. Ethiopia CCD has seen that even when everyone agrees to collaborate, things do not move forward without a dedicated member-neutral staff assigned to the Collaboration Manager role 4. Building relationships & trust; relationship building, pilots, and response simulations amongst local CCD members build trust and preparedness so they are ready to quickly collaborate in crises. - Shared technologies, taking on new technology has glitches and pain points - Aligning on a long-term vision, and managing competing priorities
Thank you.
