Objectives Discuss how CG trains its inspectors Discuss expected core competencies for offshore Discuss planned changes Where can the CG improve?
How Does the CG Train? Marine Inspection Course • Regulatory Basics • Vessel Standards • Hull Construction & Repair • Electrical Performance • Lifesaving Qualification Standard & On the Job Training • Firefighting • Navigation & Communication
What Does an Offshore Insp. Need to Know? Cranes Diving Stability Manning (Operation) Vessel operations MODUs FPS/FPU/FPSO OSVs And much, much more!
Training/Learning Gap Inspectors need to understand complex systems but have no additional formal training MODU-U used to exist but has not been provided to CG inspectors on a consistent reoccurring basis No courses exist to further develop inspectors on how to regulate OSVs Qualification standards are outdated and need reformatting
Closing the Gap Produce CG approved training for both Drilling/Production and OSVs Repeatable training = continuity Valuable training = inspectors learn what they need to know to perform the job Industry participation = direct feedback and understanding of CG roles Update Performance Qualification System Ensure inspectors a capable of performing all tasks to complete an inspection Continued learning opportunities Industry training Ship ride programs Use Verification Officers
Performance Qualification Standard
Working with Industry Where can the CG improve? What competencies do we lack? How can we work with industry to improve an offshore regulatory regime? What does the CG need to focus on first?
