What is Family Child Care (FCC) • FCC is a cost effective, quality childcare

What is Family Child Care (FCC) • FCC is a cost effective, quality childcare delivery system that provides childcare without large expenditures for facilities. • FCC is a network of independent entrepreneurs working out of CG owned housing providing childcare for more than 10 hours a week for any one child. • FCC providers operate under a CG “Certificate of Operation” issued by the local CO and inspected quarterly by HSWL for compliance with CG policy. • FCC program is supported by the local Housing Office, Fire, Safety, Medical and Security Divisions. FCC Provider Eligibility Requirements • Be a family member and authorized resident in CG

FCC Provider Eligibility Requirements • Be a family member and authorized resident in CG controlled housing. • Be at least 18 years of age. • Be able to speak, read, and write fluent English. • Have a high school diploma, or the equivalent. • Be physically and mentally in good overall health. • Be able to lift 40 pounds. Child Care Exclusions • Individuals who occasionally provide care for a friend or neighbor

Child Care Exclusions • Individuals who occasionally provide care for a friend or neighbor (under 10 hours a week). • Children under 18 years providing babysitting services under 10 clock hours in one week. • Individuals caring for relatives only. • Private child care arrangements in house. • Temporary Guardianship. Roles & Responsibilities • Unit COs/OICs: – Provide command authorization and support necessary for compliance with COMDTINST 1754. 15 – Approve Certificate of Operation for FCC homes within CG owned housing under his/her authority based on the recommendation of the HSWL Regional Practice Manager and Child Development Services Specialist. – Act as final authority on any FCC appeals process, to include SNRT, background check adjudication, or FCC certification. • HSWL Regional Practice Manager: • Ensure a qualified Work-Life staff member is assigned to the program. • Ensure coordination with local health, safety, housing, and fire, to ensure standard operating procedures are developed to implement the FCC program. • Approve Certificate of Operation and forward to CO/OIC for signature UNCLAS |Child Development Services Program/Family Child Care (FCC) Overview 5

Roles and Responsibilities (cont) CDSS/FCCC: - Serve as POC for overall FCC program. - Drafts SOPs for the development, operation, monitoring, and certification of FCC provider and homes. - Develops recruiting/marketing program. - Facilitates FCC training. - Develops annual budget and advocates for program resources. - Develops working partnerships with local housing, fire, medical, and safety divisions. - Recommends FCC Certificate of Operation to HSWL RM and CO/OIC. - Conducts quarterly inspections. Self-Sustaining Program • FCC is 100% funded with Appropriated dollars provided annually by CG-1112

Self-Sustaining Program • FCC is 100% funded with Appropriated dollars provided annually by CG-1112 (HQ). • FCC offsets provider start up costs by having a lending locker of available early childhood equipment. • Provider investment includes liability insurance and equipment & supply purchases. Community Needs • Goal of the child care needs assessment is to determine availability, affordability and accessibility. • Standardized CG survey forms are distributed. • Surveys are distributed to all active duty members of the unit, any supporting CG units that may be eligible, and other eligible patrons (CG civilian employees and contractors, etc). • Methods of distribution included both paper and electronic.
