Closing Remarks and Report from the Steering Committee • This has been a remarkable week! – Educational. – Engaging. – Productive. • We want to thank our hosts for making it possible. • Everyone’s willingness to volunteer, to contribute, to cooperate, and to work long hours was remarkable.
Not once did anyone say, “That is not in my job description. ” That’s not in my job description.
Steering Committee Report 1. BAT development is on schedule. – Reading items and “Angoff” cut scores (passing levels) validated. – Listening comprehension items requested. 2. BILC Constitution and Rules of Procedure regarding participation in Conferences and Professional Seminars greatly simplified. – Revised application procedures. – Clarification of membership categories.
Steering Committee Report 3. In response to a JSSG request that BILC develop Edition 3 of STANAG 6001, the following changes were approved: – New labels approved for the proficiency levels. – Role of the STANAG 6001 vis-à-vis national standards clarified. – A “plus level” option will be included as an attachment to the “base” levels given in Annex A. When these changes are consolidated into a cohesive, more readable document, that draft will be staffed electronically.
Steering Committee Report 4. Ric Monaghan was elected as the next chair of the BILC Secretariat, effective June 2008. – Canada will staff the Secretariat (with continued support of personnel at the Marshall Center in Garmisch). – To provide a seamless transition, members of the new Secretariat will “shadow” the current Secretariat during the next 12 months.

Steering Committee Report 6. Other. – A reply to a request received from the International Staff (asking for suggested revisions of the force goal EG 0356) was approved.
