01 Introduction Cyclists and other vulnerable road users are overrepresented in collisions with heavy goods vehicles (HGVs). In recent years in London, over half of all cycle fatalities have involved an HGV. Many of these are construction vehicles There has been a strong media interest in this issue. A report into construction sector activities found a number of failings in the way the industry regarded work related road safety and identified a number of actions. CLOCS aims to fundamentally change the way the construction industry manages work related road risk. Looking out for vulnerable road users

CLOCS Standard: a common industry standard The CLOCS Standard is a common national standard for managing work related road risk. Developed by the construction industry, it combined number of inconsistent standards that emerged to tackle the issues of HGV and vulnerable road user collisions into a single standard Implemented by clients through contracts to be adhered to in a consistent way by fleet operators. CLOCS Standard: a common industry standard The standard includes 16 requirements all aimed at reducing the risk of a collision with a vulnerable road user: For vehicle operators: Operations Vehicles Drivers > Quality operation FORS or equivalent > Warning signage > Training > License checking > Collision reporting > Side under run protection > Traffic routing > Blind spot minimisation > Vehicle manoeuvring warnings Looking out for vulnerable road users

06 Operator check

Operator check 1. Vehicle Operator must be accredited by FORS (Fleet Operator Recognition Scheme) at least bronze level Evidence: Check against the register of FORS accredited companies either on-line or against a printed register FORS is aligned with CLOCS and operators accredited to FORS sliver level will be able to demonstrate compliance FORS operators are now issued with stickers carrying their unique ID number Looking out for vulnerable road users

07 Vehicle check

Vehicle check Any vehicle over 3. 5 tonnes shall have the following vulnerable road user safety kit fitted: 1 Class V and VI mirrors 2 A method of minimising the vehicle blind spots e. g camera system and/or sensor system and/or Fresnel lens (the system must be working) 5 Vulnerable road user warning signage 3 Side under-run protection (on both sides) 4 Audible alert for vehicle turning left Looking out for vulnerable road users

08 Driver check

Driver check Driver must be able to produce a valid driving license for the vehicle they are driving Driver must be able to evidence that they have been trained in vulnerable road user safety producing a certificate or card for approved training from either: Crossrail, Safer Urban Driving or MPQC Looking out for vulnerable road users
