Objective This risk assessment assesses gaps in Glasgow City Region’s current approach to managing climate risk, in order to manage those risks effectively to the end of the century; It is based on a modified version of the method used for the UK Climate Change Risk Assessment
Outputs Key findings and next steps Technical Report Economic Implications study Methods Website and ‘at a glance’ wallcharts Supporting research and downloadable data
Key features Collaborative process, designed and delivered with over 100 stakeholders from across Glasgow City Region, Scotland UK Advised by international advisory board of academics, cities, and the Committee on Climate Change Assumes a 4 degree rise, though scenarios considered where available Covers relevant climate hazards from C 40 cities hazard taxonomy including precipitation, temperature, landslides, extreme weather
Scope Climate Risks and Opportunities assessed across 6 themes: Infrastructure; Built Environment; Society and Health; Economy, Business and Industry; Natural Environment; and International, Cross Cutting and Adaptive Capacity
Process
Urgency scoring framework 3 step approach in line with Committee on Climate Change method for second and third UK Climate Change Risk Assessments Prioritises areas of action for next five years Modified to reflect scope for action in Glasgow City Region
Urgency scores
Other key features Parallel economic assessment undertaken – evidence of baseline cost of doing nothing Contributions of risk management mapped to UN Sustainable Development Goals Detailed method published for scrutiny – in line with draft ISO standard on climate change risk assessment (ISO 14091).
Risks and Opportunities by urgency score • A good number of risks are already being managed, but we need more work to build understanding and capacity for many others. • For 11 risks or opportunities, there is a good case for further action now.
Urgency scores by theme Progress is well underway in some sectors (e. g. built environment). More action is needed in other areas, such as infrastructure and economy. N. B. international issues, cross cutting and adaptive capacity issues not ranked due to lack of local evidence
Economic implications • Total aggregate costs from climate change is estimated at £ 400 m/year in 2050 s – dominated by flooding impacts • Similar numbers in terms of benefits from reduced heat demand morbidity and mortality • Large-scale one-off climate events would have high financial and economic impacts, as well as wider (multiplier) effects
