The Colony of Vancouver Island James Polk • 1844: Ran for President on the slogan “ 54° 40 or Fight!” • Once President, he had no interest in going to war with the British, both parties agreed to the 1818 boundary. • 1845 Britain lost Fort Vancouver and the farmlands in North-West Washington State in the agreement.

Need for a Stronger Pacific Presence � 1848 - Following the Agreement with the United States the British created the Crown Colony of Vancouver Island. �The British gave the HBC a Trade Monopoly in the new Colony but they had to bring settlers.
James Douglas • Governor of the New Colony • Wanted British settlers, felt there were too many Americans. • Tried to offer Free Land Grants… Britain said No! • Britain wanted to re-create the English class system.
Diversify �Originally the Colony’s economy was based on the HBC. �But resources soon began to be discovered all in the Colony. Raise your hand if you can Name these Resources?
In the Navy � 1950 s The Royal Navy established a base at Esquimalt, moving the HQ of its Pacific Fleet there. �Men from the HMS Thetis built a road from the Esquimalt Harbour to Fort Victoria. (Old Esquimalt Rd)
In the Navy �The setting up of the Royal Naval Base altered the Social Life in the Colony. �Officers were from the upper class in England were always invited to gatherings �Douglas encouraged these social functions but cared little for them.
The First Legislative Assembly � 1856 – Douglas formed the Legislative Assembly of Vancouver Island. � Voting was limited to people who owned 20 at least acres. � Douglas retained power by having final authority � The only power the LA had was that they could dictate where Money was spent.
Treaties � 1850 -1854 Douglas orchestrated the signing of Treaties between the Colony of Vancouver Island 14 First Nations. �Treaties covered some 900 sq km around Victoria, Sooke, Saanich, Esquimalt, Port Hardy and Nanaimo �At the time Douglas wanted to increase Settlers in the area. 700 Settlers < 30, 000 Native People �He wanted to get the land while the First Nations retained their Hunting and Fishing rights.
