Update on CAP & USCG Auxiliary Relationship • Commodore Walsh attended 2017 National Conference • Both organizations appointed National Liaisons • CAP-USAF/CAP and USCG/USCG Auxiliary met in February 2018 in Washington DC • Validated the desire of all organizations to work together and further develop relationship ONE CIVIL AIR PATROL, EXCELLING IN SERVICE TO OUR NATION AND OUR MEMBERS!
Update on MOU • Last MOU was signed in 2001 • • • Train with each other Attend each others meetings Provide supplemental mission support Appoint National Liaison Officers Allows for Cross Crewing • Renewal of MOU • Specify procedures for Cross Crewing • Develop the SOP to allow for MOU permitted activities ONE CIVIL AIR PATROL, EXCELLING IN SERVICE TO OUR NATION AND OUR MEMBERS!
Overview of the USCG Auxiliary 16 Districts / Regions 170 Divisions * 950 Flotillas 30, 000 Auxiliarists 2, 300 Boats 183 Aircraft 1, 751 Radio Facilities Each Region managed by an active duty O-4/O-5 Director (DIRAUX) and 3 -5 Staff ONE CIVIL AIR PATROL, EXCELLING IN SERVICE TO OUR NATION AND OUR MEMBERS!
Overview of the USCG Auxiliary Authorities § 14 USC § 822 – Purpose of the Auxiliary is to support the Coast Guard as authorized by the Commandant (e. g. – search and rescue, recreational boating safety) - Auxiliary is non-military in nature, which puts its roles entirely within Coast Guard civil functions § 14 USC § 823 – Addresses Auxiliary role as an instrumentality of the Coast Guard for purposes of liability protection when assigned to duty § 14 USC § 827 and § 828 – Provides additional liability protection for Auxiliarists § 14 USC § 646/7 - Declares Auxiliary aircraft to be public vessels of the US and vessels of the Coast Guard § 14 USC § 831 – Declares that Auxiliary pilots, while assigned to duty, are deemed to be Coast Guard pilots ONE CIVIL AIR PATROL, EXCELLING IN SERVICE TO OUR NATION AND OUR MEMBERS!
Update on MOU What can’t they do n No LE authority / no power of arrest / no combat ops n No regulatory authority (e. g. , cannot sign as a facility inspector) n No direct command authority (cannot serve as DWO / CDO / coxswain to active duty) n Cannot carry/handle/repair/fire weapons nor serve as range coaches n Cannot commit/obligate CG funds n Cannot wear unauthorized uniform items n Cannot be subject to UCMJ n Cannot be assigned to duty without being properly trained and qualified n Cannot operate outside a defined scope of employment ONE CIVIL AIR PATROL, EXCELLING IN SERVICE TO OUR NATION AND OUR MEMBERS!
