PROJECT BACKGROUND • In 2015, the City of Vaughan is proposing the replacement of watermain in the Kleinburg area: – The existing 150 mm diameter metallic watermain on Napier Street, John Street and Kellam Street and the existing 200 mm diameter metallic watermain on Stegman’s Mill Road are aged, substandard and in need of replacement. As a result of their age, the existing metallic watermains are susceptible to cracks and corrosion which may lead to watermain breaks and service interruption. 2 www. climatetechwiki. org

PROJECT BACKGROUND • The project will also include roadworks: – The City’s Pavement Management Program has identified Napier Street, John Street and Kellam Street as requiring reconstruction. Ø These road sections are deficient as a result of poor road surface conditions including cracks, potholes, areas of settlement and drainage issues. – Stegman’s Mill Road requires rehabilitation with pavement modifications and traffic calming measures around the curved sections. – Existing street lighting along Stegman’s Mill Road is substandard. Street lighting will be upgraded to address lighting deficiencies and improve visibility and safety. 3

PROJECT DESCRIPTION Proposed Watermain Replacement • The proposed watermain replacement will include: – New 150 mm diameter PVC watermain on Napier Street, John Street and Kellam Street. – New 200 mm diameter PVC watermain on Stegman’s Mill Road from Islington Avenue to Valley Road. – New 300 mm diameter PVC watermain on Stegman’s Mill Road from Windrush Road to Ravendale Gate. – New 25 mm (1”) water services to streetline including new curb stops. 4

COMMON QUESTIONS AND CONCERNS Proposed Watermain Replacement – Will there be any interruptions to my water during construction? Ø Some water interruptions may occur during construction of the new watermain. Residents will be given 24 -48 hours notice prior to the interruption. – Will temporary water be required? Ø Temporary water may be required during the construction of the new watermain. – How will the installation of the new water service to streetline affect my landscaping? Ø All disturbed boulevard areas will be restored in kind. Every effort will be made to restore to original conditions. 6

Ø Driveway and property access will be maintained with the exception of minor interruptions. Residents will be given 2448 hours notice prior to the interruption. – How long will construction take? Ø Construction start is anticipated in spring 2015 pending budget approval with completion anticipated by early fall. 7

Ø Removal of existing asphalt Ø Excavation of road granular material to subgrade Ø New granular road base Ø New roadway asphalt Ø Restoration of all asphalt, interlock, concrete and gravel driveways, private walkways and boulevard areas within the limits of construction disturbance. 8

PROPOSED DESIGN ALTERNATIVES Proposed Roadworks – Napier St. , John St. & Kellam St. As part of the design process, three cross-section alternatives were considered for the reconstruction of Napier Street, John Street and Kellam Street. • Option 1 – Modified Rural Cross-Section – Reconstruction to a modified rural cross-section with minor drainage improvements, including shallow swales and additional boulevard catchbasins. 12

Ø Edge of asphalt limits will deteriorate over time. Ø Snow removal and road maintenance may damage adjacent boulevard areas. – Potential standing water due to existing grade conditions. 17

Likely encroachment onto private property to facilitate construction of ditches. Potential standing water in ditches. Likely utility conflicts and relocations. Possible tree/shrub removal and greater impact on landscaping. 21

Lowest construction cost of all three options. Ø Approximately $870 per metre of roadworks. Clear definition of roadway versus boulevard. Lower maintenance costs. Improved drainage for road base and surface runoff. Maximize life span of road. Minimize limits of driveway and boulevard restoration. No standing water. Disadvantages – Potentially changes the character of the area. 27

PROPOSED DESIGN ALTERNATIVES Proposed Roadworks – Napier St. , John St. & Kellam St. Recommended Design • Option 3 – Reconstruction to a modified semi-urban cross-section including, semi-mountable curb and narrow gutter with additional catchbasins for improved drainage. The recommended approach – Option 3 – is shown on the display plans around the room. The anticipated limits of disturbance have been identified for both driveways and boulevard areas. Single plans for Options 1 and 2 are also displayed for illustration purposes. 28

PROJECT DESCRIPTION Proposed Roadworks – Stegman’s Mill Road • The proposed roadworks on Stegman’s Mill Road will include: – Road rehabilitation from Islington Avenue to the end of the curb west of Windrush Road. Ø Full depth asphalt removal and replacement Ø Partial depth asphalt removal and replacement across the bridge deck. – Pavement modifications and traffic calming measures from east of Ravendale Gate to west of Teston Road. Ø Centreline rumble strip Ø White edge line pavement markings Ø Chevron road signage through the curves 29

PROJECT DESCRIPTION Proposed Roadworks – Stegman’s Mill Road – Street lighting upgraded to comply with City Standards from Islington Avenue to Ravendale Gate. Ø New lighting proposed on the south and east side of Stegman’s Mill Road. Ø Existing hydro poles used where possible with new luminaires. Ø Addition of some new poles with luminaires. Ø LED luminaires will be considered. 30
