City of Northampton Climate Resiliency & Regeneration Plan
Resiliency (noun) Prepare for climate challenge. Address chronic stressors in ways that make our community better able to anticipate, adapt, and thrive despite the impacts of a changing climate. Regeneration (noun) A regenerative Northampton leads our community on a path focused on growing the health of people, the economy, and ecosystems, while working to reduce the effects of climate change.
Chronic stress Acute shocks THRIVE
Resiliency in Context Equity and Community
We already do a lot • Sustainable transportation • Street trees from warmer climates • Storm-water standards • Land-use for walkable communities • Future micro-grid (shelter, DPW, CDH) • Green infrastructure for stormwater • Emergency cooling shelter No build in “ 500 -year” floodplain Reduce energy dependence
Public and Stakeholder Workshops Municipal Vulnerability Preparedness (MVP) FEMA Hazard Mitigation Emergency Preparedness Resiliency Sustainable Northampton Designs w/ Nature GHG inventory Climate Resiliency & Regeneration Plan Public Engagement Open Space Plan Walk/Bike Northampton Sustainable Northampton Plan update Implement: zoning, investment, updated FEMA, etc
Increased Flooding Massive Storms Localized Storms Conn. River flooding Mill River flooding Dike failure Stormwater stress
Increased Heat Disease Vectors Mosquitoes that could carry Zika, Dengue in buried tires Heat hospitalizations
Increased Heat
Cold & Insect Vectors
Drought Non-irrigated Meadows farmland Non-native invasive species Habitat Loss
Extreme Weather Local flooding (Floyd) not in “floodplain”
Northampton Greenhouse Gas Emissions (2016) 1% 0% 0% 3% Commercial Buildings 18% On Road Transport 52% 26% Residential Buildings Wastewater Treatment and Discharge Solid Waste Disposal Livestock

REGIONAL COLLABORATION
POTENTIAL ACTIONS BUILDINGS & ENERGY BE 1 REGENERATION Launch a Community Choice Energy Plus Program for community electric aggregation BE 2 REGENERATION Develop and implement a Building Energy Disclosure and Benchmarking Ordinance BE 3 RESILIENCE REGENERATION Apply a Resilience and Regeneration Quotient System in site plan review process BE 4 RESILIENCE Provide education and incentives for resilient and regenerative home improvements BE 5 REGENERATION Increase incentives to convert from oil and natural gas heat to heat pumps BE 6 REGENERATION RESILIENCE Require that all new buildings be built to net zero energy standards BE 7 RESILIENCE Set minimum freeboard requirements for buildings in flood zones
POTENTIAL ACTIONS LAND USE & TRANSPORTATION LUT 1 REGENERATION Promote city-wide electric vehicle (EV) adoption LUT 2 RESILIENCE REGENERATION Promote denser development patterns that use land more efficiently, encourage public and non-motorized transit, and that create more resilience communities that have easier access to neighbors and services LUT 3 RESILIENCE REGENERATION Advance equitable access to transportation initiative LUT 4 REGENERATION Expand the current bike share program to more locations and promote its use through an annual “car-free” day with bike share demonstrations
POTENTIAL ACTIONS STORMWATER, WASTEWATER, & WASTE SWW 1 RESILIENCE Adjust design standards for stormwater infrastructure to account for climate change SWW 2 REGENERATION Maintain and expand composting programs at public schools and other large institutional facilities SWW 3 REGENERATION Work with local restaurants to encourage the application of the Green Restaurant Association’s Certification Standards
POTENTIAL ACTIONS NATURAL SYSTEMS, FARMING, & FOOD SYSTEMS NFF 1 RESILIENCE REGENERATION Invest in green infrastructure NFF 2 RESILIENCE REGENERATION Conduct a tree and forest vulnerability adaptation assessment NFF 3 RESILIENCE REGENERATION Develop a food systems and farming resilience plan NFF 4 RESILIENCE REGENERATION Support job training or career development programs in nature-based resilience solutions NFF 5 RESILIENCE REGENERATION Develop an invasive species, pests, and vector-borne disease management plan
POTENTIAL ACTIONS COMMUNITY, SAFETY, & HEALTH CSH 1 RESILIENCE Create a Resilience Partner Network to focus on more inclusive planning CSH 2 RESILIENCE REGENERATION Launch a Strong and Healthy Neighborhoods Program CSH 3 RESILIENCE Develop an Emergency Shelter Assessment and Operations Plan
