City of Joburg Urbanisation Review The Co. J’s strategy for urban growth management promotes compaction. This means: • increasing residential densities and • allowing mixed use development • in well located parts of the City, rather than encouraging sprawl, • in a 50 to 100 year time frame. The strategy is intended to: • promote more equal access to housing and infrastructure; • allow people to live close to where they work; • make mass transport systems viable; • reduce the cost of providing infrastructure; • reduce pressure on the natural environment, and • to promote economic growth.

Current legislation, schemes and frameworks allow (in Parkview) for: • a single main dwelling unit on a standard 1000 m 2 stand, • apart from along Lower Park Drive, where densification is promoted; • strict boundaries around the neighbourhood node in Tyrone Avenue with tightly controlled deviation; and • limited commercial activity elsewhere. Current proposals: • Increase permitted density to 60 dwelling units/hectare (or 6 per 1000 m 2 stand); • permit more mixed use of properties outside the node (including informal trading); and • permit the development of more ancillary dwellings on existing properties.

Substance: • maintain and upgrade infrastructure to accommodate a higher population; • protect the environment (notably street trees and parks); • conserve built heritage; and • preserve land value. Process: • gather the views of the full range of affected and interested people; • ensure an orderly and constructive debate; and • promote an outcome which benefits as many citizens of the City as possible.
