Glasgow became an incorporated city in 1878, holding its first city council meeting on May 6, 1878. 2010 Census Population 14, 028
A municipal charter is the legal document that defines the organization, powers, functions, and essential procedures of the city government. The charter also details the form of municipal government, of which there are historically five forms: 1) council-manager 2) mayor-council 3) commission 4) town meeting and 5) a representative town meeting.

Barren County Government The government of all Kentucky Counties takes one of two forms of fiscal court; 1) magisterial or commission. The use of either fiscal-court form is unique to the State of Kentucky. Magisterial Fiscal Courts have a mixture of an at large member (judge of the county court and members elected from districts ) (justice of the peace ) where as all members of commissioner fiscal court are elected at large. As of 2003 and as reported as the legislative research commission most counties use the magisterial form of fiscal court. Of 120 Kentucky counties 105 have this type of governing body.

Barren County Required County Officials Section 99 of the Kentucky Constitution requires each county to elect, “a Judge of the County Court, a County Clerk, a County Attorney, a Sheriff, a Jailer, a Coroner, a Surveyor, and an Assessor. ” Other Kentucky constitutional provisions authorize the legislature to take certain action affecting the county officials named in Section 99.
