Five-Year Consolidated Plan What is a Consolidated Plan? The City’s five-year planning document that governs the use of Federal housing and community development funds for PY 2020/2021 thru PY 2024/2025.

Department of Housing and Urban Development (HUD) CDBG formula grant program A strategic plan for carrying out Community Development goals An action plan that provides a basis for assessing performance

Five-Year Consolidated Plan Document Components Citizen Participation Plan Identification of citywide needs and priorities through data analysis and consultation with stakeholders and citizens Needs Assessment and Market Analysis for Housing, Homelessness, Special Needs, and Community Development

Programs CDBG funds can be used for: Infrastructure Homeowner Housing Rehabilitation Public Facilities Improvements Public Service Projects PY 2019: $764, 043 in CDBG funding allocated to Clearwater Funds are subject to a 15% Public Service cap and 20% Administration cap

Programs HOME funds can be used for: Home purchase or rehabilitation financing assistance Tenant-based rental assistance (TBRA) Affordable housing construction PY 2019: $383, 978 in HOME funding allocated to Clearwater Funds are subject to 25% match and 15% allocation to Community Housing Development Organizations (CHDOs)

Project Eligibility Funds must assist Low-to-Moderate Income (LMI) individuals and families Activities benefiting low- and moderate-income persons (area/client-based) 80% Area Median Income: $53, 500 for family of 4 persons Activities that prevent/eliminate slums or blight Activities that meet community development needs having a particular urgency (e. g. natural disaster)
