Bytom and Upper-Silesian Agglomeration
City of BYTOM Bytom is located in the south-west part of Silesian Upland, about 15 km from Katowice - the capital of Upper-Silesian Agglomeration. The city area is 69, 44 km 2. Bytom become a city in 1254 – one of the oldest on Silesia The dynamic development of Bytom ended in the 80 s. Later, the collapse of heavy industry resulted with increased unemployment and declined population Between 1998 to 2004 the unemployment rate increased to peak at 26%, since then it's falling to be 13, 7% (2009) many young people left the city (number people below 18 decrased from 47 460 in 1998 to 31 902 in 2007)

What problem Bytom is tackling within LUMASEC? How to re-use large area 2 km 2 devastated by coal-mines industry that is situated in very important part of Bytom? It's located around nodes of highway A 1 and regional beltway High differentiation of property ownership municipality owns little part of properties large cost of land preparation for business needs contaminated soil caused by the industry hudge amount of deposits Very few investors interested only in narrow zones along main roads

BYTOM Spatial Data Infrastucture - GIS Bytom has got well established Data Management System keeping records of lands and buildings and geodetic managing inputs to the mains (geometric changes, ownership structure, land use management). It's leading municipality on field of LIS/GIS. Spatial data are published via portal City's Internet Plan That system was used so far by planner as a place where they store and analyze planning, landuse management related data (register of plans, building permits) … but it missed to used for planning more directly LSG proposed to create Planning Support System that can help to work on spatial development plans and become a tool of monitoring of land use development process

Community Viz participatory decision support tool for planners An GIS-based tool designed to facilitate discussion among stakeholders about local or regional development An application have an appeal of computer game It can be used effectively by both expert and non-expert audiences, decision makers and stakeholders themselves and not only by computer (GIS) specialists - modellers An interactive and iterative approach to modelling allows users to create and explore different possible scenarios of the future for their city, region, so it actively involves users in both the creation and evaluation of scenarios It can use effectively Spatial Data infrastructure, it's open to external data as well as external analytical models
Community Viz participatory decision support tool for planners An integrated GIS model becomes a common evaluation languge of the social, economic, and environmental consequences of scenario choices on custom-built approach clearly illustrates “on the fly” the relationships between choices and consequences deals effectively with both quantitative and qualitative, spatial, non-spatial data deals openly with the uncertainties, making assumption visible rather than obscuring them can be readily customized without proffesional programming skills to reflect and highlight the values and beliefs of the user.
