Policy Context CIC and CBSA work cooperatively to: 4 welcome temporary residents (including students) and permanent residents, while 4 managing security concerns around entry of foreign nationals. 4 The education community often requests policy changes to further facilitate the entry of students. 4 However, it is in our mutual interest to balance facilitation with rigorous security measures to maintain public support for the program.
