Next CBMP Strategic Plan (2018 – 2021) Approved at CAFF Board meeting (February) CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM 3 rd CBMP Strategic Plan (2018 -2021) Goals: • Goal 1: The CBMP is relevant to the Arctic States, Permanent Participants, the scientific community and other partners • Goal 2: CBMP results support decision making and facilitates coordinated monitoring. • Goal 3: The CBMP is an adaptive monitoring program • Goal 4: The CBMP is sustainable (defined by organization, capacity and finances) Each goal is defined through a number of objectives.

Final discussions with CAFF Board CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM • Main audience? • Maintain focus on CBMP as CAFF´s monitoring programme with the purpose to coordinate monitoring and integrate monitoring data • Cooperation with other AC groups, incl. AMAP • Focus on TLK/ IK implementation in CBMP • More integrated actions (e. g. Co-chairs meetings? ) • Align with other international and national monitoring efforts (E. g EU reporting, GEO-BON) • Make sure CBMP SG´s develop annual WP´s in line with actions in strategic Plan, starting from 2018 • Make sure that Lessons Learned from SABR are used • Maybe develop WG user manual; Steps to be taken after SAMBR • Follow up on how CAFF (AC) member states can / will use/ follow up on SA(M)BR findings and advise

CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM CBMP- Terrestrial relevant issues discussed • Sept CAFF Executive Board meeting will be focussed on CBMP. • Sept CAFF Board plenary meeting should consider how the Board will prepare for and followup on the SAFBR and START report releases. • CAFF Secretariat to provide memo on the SAMBR discussion and plans for release of START and SAFBR (to include recommendations) and share with CAFF Board/CBMP co-leads.

Lessons learned; Freshwater and Marine SG´s CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM Freshwater and Marine SABR´s: • Provides key findings and trends on FEC´s; Tells us what data from existing monitoring programs and other data are able to say about changes in Arctic biodiversity and ecosystems • Gives us on overview of knowledge gaps • Comes up with advice for future monitoring, directed towards policy and decision makers • Process; lessons learned

Lessons learned from SA(M/F)BR CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM • Important that all AC Members (States and Permanent Participants (PP) are represented on the CBMP SG´s and Expert Networks (EN). • Ensure sufficient and consistent support/ funding; All experts, steering group representatives and data generators need the necessary resources. • When developing large CBMP products, clearly identify • roles, • responsibilities • deadlines between the core group of writers/editors. For example, during the State of the Arctic Marine Biodiversity report (SAMBR) writing process, more clear directions and synthesis discussion between the expert groups (and SG) would have helped in relation to an integrated analysis.

Lessons learned CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM • When developing SABR´s, it is important to secure necessary funding and time for a science Writer/ coordinator. For example, financial support and guidance / directions for a science writer came late in the development of the SAMBR and an earlier and more targeted resolution would have saved much extra work. • Ensure necessary data on FEC´s are kept in a format (e. g. in ABDS) that makes them easy to access and update • Keep expert networks engaged; • make sure there is a clear guidance • offer the necessary platform to meet and give input. • There is a continuous need to improve data harmonization and management, Lack of harmonized data in SAMBR resulted in difficulties for some species. • There is a continuous need to standardize methods among countries to allow comparability on a circumpolar scale
