CHINA CAPABLE PUBLIC SECTOR The New Zealand- China Relationship • New Zealand has a long-standing relationship with China that includes a number of “firsts” • China is more important to NZ than NZ is to China • Our China trade relationship brings a lot to NZ • China values our reputation for high quality food, our clean, safe environment, our innovation and science approaches 2
CHINA CAPABLE PUBLIC SECTOR The New Zealand- China Relationship • China is a non-traditional partner, different to our western trading partners, with a different culture and language barriers • New Zealand is a trading nation and has opened its doors to China and the world. The scale of China, and its trade activity in the world, means we operate in competitive global environment • The relationship with China is about increasing trade and investment as well as balancing the political, economic and security risks 3

PUBLIC in New Zealand • The role of the public sector to act in the world and at home to keep New Zealand prosperous and safe • New Zealand’s Public Sector has great reputation internationally, as does its international diplomatic core • In recognition of the growing significance of the New Zealand-China relationship, we need a different set of capabilities • Strengthening its relationship with China means the public sector is a good partner and able to do business with China, though understanding and respect for Chinese traditions, culture, business protocols and the government-to-government relationship 5
CAPABLE SECTOR We should increase China Capability CHINA for the Public Sector. PUBLIC in New Zealand Becoming a China Capable Public Sector means: a) Global business acumen: “ I know what's going on in the world and how it impacts internationally and at home b) Collaborative mindset: all agencies contributing top the same initiatives and goals, and a joined up approach to the role government play. c) Stewardship: we live in a globally diverse world so we need to respect and value that, while being true to New Zealand’s place in the world and setting clear expectations 6
CHINA CAPABLE PUBLIC SECTOR China Capable Public Sector (CCPS) programme • A cross-agency programme led by MFAT, working collaboratively with other public sector agencies to achieve a step change in the public sector’s China capability. • Equips the New Zealand public sector to develop a China Capable layer over their current capabilities: the China-related skills, expertise and experience required to successfully perform and make strong contributions to agency outcomes and government priorities. 7

CHINA CAPABLE PUBLIC SECTOR How CCPS works: View from the outside The CCPS programme is building a Community of Interest across the public sector, who can participate in: • A Community of Practice of 19 public sector China experts • A Knowledge Portal website open to public sector people wishing to increase their China capability • Knowledge Transfer events delivered by world class China experts open to public sector professionals • Cross-agency forums to share knowledge, problem solve, and build cross-sector collaboration • China Capable Masterclasses for those who need a greater level of China capability, as a key agency policy-makers and practitioners • Senior Leaders Forums present opportunities for high-level conversations with expert presenters and senior government leaders 10
