STREAMLINES FOR-PROFIT CENTER ELIGIBILITY • Simplifies eligibility for proprietary (for-profit) child care centers by extending the current certification periods: centers with a high percentage of low-income children (50 percent) to every six months & all other for-profit centers to every two months Copyright Child Care Aware® of America.

CHILD NUTRITION PROGRAM INTEGRITY • Establishes fines or assessments against school food authority or school administering CNPs if they failed to correct severe mismanagement; includes ability to fine the State agency for failing to correct severe mismanagement • Disqualification procedures: voluntary and non-voluntary • State Agency/Sponsor Review Requirements: requires developing review criteria that accounts for risk of management problems • State is liable to pay for all valid claims for reimbursement from non-Federal sources if fair hearing timeframes are not met • Allows Department to increase amount of audit funds available to CACFP State agency if it can use to improve program management • Disqualification list: if on one, barred from all Copyright Child Care Aware® of America.

PROPOSED RULES: CHILD NUTRITION PROGRAM INTEGRITY • Concerned with the proposed rule that allows both the State agency and programs to terminate permanent agreements for convenience. • Allow states to terminate programs that serve remote or rural populations or because the fiscal or logistical burden of oversight is seen as too high for the State agency. • We believe that this could reduce the participation in the CACFP program and leave many children and families vulnerable to hunger. • We appreciate the attempt to create parity in level of oversight between affiliated centers, unaffiliated centers and family child care homes and in the application of risk-based monitoring principals which reward programs who do well with less administrative burden. REVISED MEAL PATTERNS • Go into effect October 1, 2017 • Infant highlights: • Requires whole vegetables and fruits to be served at snack for infants 6 -11 months of age. • Eliminates fruit juice from the infant meal pattern. • Child highlights: • Establishes a separate vegetable component and a separate fruit component at lunch, supper, and snack. • Limits the service of fruit juice or vegetable juice to one serving per day for children 1 year old and older. • Requires at least one serving of grains per day be whole grain-rich. • Disallows grain-based desserts from counting towards the grains requirement.
