CHILD IN CARE REVIEWS BCT IRO SERVICE May 2019 Presentation to School Designated Leads
Role of Independent Reviewing Officer • Stated in “IRO Handbook” (DSCS 2010) came into force in April 2011 • All Children in Care should have a named IRO • Who is Independent of all care management and resource allocation for the child. • Monitoring the functions of the Trust/LA for the CIC and progress of care plan and arrangements • Challenging if necessary i. e. delay • Establish that the voice of the child is considered in the care plan • Chair the child’s Children in Care Review
Timescales for CIC Reviews • 1 st Review is a: 28 day review - This takes place within 28 days (4 week) of a child coming into care • 2 nd Review is a: 3 month - This takes place 3 months after the previous review and a permanency plan is established for child • All other CIC reviews are 6 months – taking place within 6 months of the last
The Review Meeting Who should attend: • Child/Young Person • IRO • Social Worker • Carer • Others only as agreed and necessary
Consultation For Review Takes place with • Parents, and relevant family members, • carers And • Other professionals The Child’s involvement • IRO will identify how the child/young person will participate in their review
Consultation with Child • Child/Young person is consulted with about the time, venue, who attends and the plan • Attendance is considered for the child/young person, with specific reference to whether it is appropriate for a review to take place in school and during school hours
Consultation Methods • IRO meets the child face to face by a visit to child • Child attends review • IRO interprets information from others, who know the child • Advocate • Use of consultation documents and “Mind of My Own”
